1. The Regular Meeting of the City Council was held on June 17, 2024, at 4:00 p.m. The
following Council Members were present on call of the roll: Moore, O’Kane, Schoenherr,
Scott, and Watters. Absent: None.
Staff members present: Robert K. Padmore, City Manager, Nicole M. DuBois, City Attorney, and
Heidi Farrens, City Clerk.
Mayor Scott, on behalf of the City Council, proclaimed June 19, 2024, as “Juneteenth Day” in
Sioux City. NAACP President Ike Rayford, and NAACP representatives Angel Wallace and
Monique Scarlett, accepted the proclamation.

PRESENTATION
20. Downtown Partners Quarterly Update
The Downtown Partners Quarterly Update will be added to the June 24, 2024, City Council
Meeting Agenda.
21. CITIZEN CONCERNS
Paul Koskovich, 2106 3rd Street, discussed project delays caused by lack of quorum at the Board
of Adjustment Meeting. Koskovich shared concerns over City weed abatement policies and his
support of tax abatements offered by the City. Wade Schuldt, City Planner, Chris Madsen, Sr
Planner, and Gordon Phair, City Engineer, provided information regarding Koskovich’s concerns.

22. COUNCIL CONCERNS
O’Kane shared that the Chris Larsen Park Riverfront Park Dedication, is Thursday, June 20,
1:00 p.m. at the Floyd Pavilion, 700 South Floyd Boulevard. The Parks and Recreation
Department is celebrating Parks Month.
Schoenherr discussed weed concerns along the riverfront. Schoenherr shared that some of the
tall grass is planted bluestem and can’t be mowed. June Jam on 4th Street is Saturday, June 22.
With construction beginning on Hamilton Boulevard, Schoenherr asked drivers to take alternative
routes when available. Schoenherr asked citizens to volunteer for City Boards and Commissions.
Applications and vacancy information can be found at the City website.
Watters attended the Cone Mountain Bike Park Ribbon Cutting and Trail Fest, and shared
successes of the events. Watters thanked the Parks and Recreation Department staff for their
hard work and commitment. Watters attended the Hubbard Park Legends Game and was excited
to see the restoration of the park but felt more could be done to make it accessible for all. Watters
thanked Explore Siouxland announcing it was a record year for hotel/motels. Watters shared he
received a call from a security officer assigned to Leif Erikson Pool who commended the excellent
lifeguards on staff. They are called upon often and have been trained well.
Moore thanked the Mayor for the proclamation supporting Juneteenth. Moore noted that Flag Day
was impressive in the community. Moore was able to attend the Municipal Band Concert on
Sunday at the Grandview Park Bandshell and encouraged citizens to attend the weekly event.
Moore reviewed fireworks laws. Fireworks can be discharged by citizens aged 18 or older on
July 3, 1:00 p.m. to 11:00 p.m. and July 4, 1:00 p.m. to 11:00 p.m. Moore also noted that there
will be professional shows presented by the Sioux City Explorers and Saturday in the Park.
Scott requested a strong attendance from the Sioux City Council at the Annual League of Cities
Conference to be held in Sioux City in September. Scott thanked staff and volunteers involved
with the Hubbard Park Legends Game event. Scott shared there was tribute to the Sioux City
Ghosts, an all-black fast-pitch softball team. Scott asked the Finance Department to look into
IPAIT participation. The daily rate has surpassed 5%.
