JOINT MEETING OF THE
CITY COUNCIL
AND THE
ACTIVE TRANSPORTATION ADVISORY COMMITTEE
A Joint Meeting of the City Council and Active Transportation Advisory Committee was held on
May 14, 2025, at 12:00 p.m. The following Council Members were present on call of the roll:
Moore, Schoenherr, Scott, and Watters. Absent: O’Kane.
Staff members present: Michael Collett, Interim City Manager; Nicole M. DuBois, City Attorney;
Heidi Farrens, City Clerk; Marty Dougherty, Economic and Community Development Director;
Gordon Phair, City Engineer; Chris Madsen, Sr Planner; Wade Schuldt, City Planner; Sean
Jackson, Parks and Recreation Labor Supervisor.
Members of the Active Transportation Advisory Committee present: Robert DeSmidt, Angela
Drent, Corinne Erickson, Ivan Salmons, and Korey Smith
Others present: Ragen Cote, Downtown Partners.
Drent welcomed Councilmembers and led introductions. Madsen reviewed the 2024 Active
Transportation Advisory Committee Annual Report. FY 2024 accomplishments included hosting
bike tours, the review of 37 site plans ensuring proper sidewalk widths and connections to
adjoining properties, and the review of pedestrian accommodations on the Gordon Drive viaduct
replacement.
Phair discussed sidewalk assessments and deferrals. The process of granting deferrals is in use
but is not found in the City Municipal Code. Councilmembers and DuBois recommended making
the changes to continue with the deferral options.
Madsen reviewed the five-year sidewalk installation requirement. Three developments will be
reaching their five-year requirement within the year. Councilmembers directed staff to
communicate the requirements and deadlines to the developers and property owners as soon as
possible.
Watters exited the meeting at 12:34 p.m. and did not return.
Scott noted that subdivision bonds are becoming more common for some developments as a way
to ensure that sidewalk requirements or met. DuBois and Madsen will review this option and
discuss potential changes to the existing requirements.
Madsen discussed potential changes to minimum parking requirements. After discussing with the
Active Transportation Advisory Committee, Effective Fiscal and Public Policy Committee, and the
Planning and Zoning Commission, the direction received thus far is to lower the minimum
requirement and to institute a maximum requirement.
Moore exited the meeting at 12:44 p.m. and did not return, therefore, a quorum no longer
existed. Discussion continued among remaining attendees.
Councilmembers, the committee, and staff discussed a possible sidewalk assessment for the
remaining property without sidewalks near the Fareway grocery store on Indian Hills Drive.
