CITY COUNCIL CHAMBERS SIOUX CITY, IOWA OCTOBER 16, 2025
1. The Placard Hearing of the City Council was held on October 16, 2025, at 7:00 p.m. The
following Council Members were present on call of the roll: O’Kane, Schoenherr, Scott, and
Watters. Absent: Moore.
Staff members present: Michael Collett, Interim City Manager, Nicole M. DuBois, City Attorney,
Heidi Farrens, City Clerk, and Darrell Bullock, Code Enforcement Manager.
2. DEMOLITION HEARINGS
A. Hearings were held on Manager's report on demolition of and declaring the structure(s)
located at the following addresses to be dangerous or dilapidated structures(s) as
defined by the Sioux City Municipal Code and authorizing the City Manager to carry out
such order to demolish said structure(s) as follows:
The following properties have been placarded more than six months. The owners have
failed to complete all required repairs. Staff presented recommendations on each
property and the City Council approved the following actions:
1. 2007 Iowa Street Recommend Demolition 2025-0945
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
2. 4700 Stone Park Boulevard Recommend Demolition 2025-0946
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
3. 823 South Martha Street Recommend Demolition 2025-0947
Zunilda Reyes-Vega, property owner, spoke on the item.
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
4. 2637 South Cleveland Street Recommend Demolition
Motion by Scott, seconded by Watters, to delete this item, all voting aye.
5. 4101 Gordon Drive, Lot 14 Recommend Demolition
Motion by Scott, seconded by Watters, to delete this item, all voting aye.
6. 1012 19th Street Recommend Demolition 2025-0948
Kent Meyer, potential buyer for property, spoke on the item
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.

Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
8. 1502 West 14th Street Recommend Demolition 2025-0950
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
9. 1331 South Maple Street, Recommend Demolition 2025-0951
Building F
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
10. 2613 Home Street Recommend Demolition 2025-0952
Ranee Lopez, new property owner, spoke on the item.
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
11. 2309 Summit Street Recommend Demolition 2025-0953
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
all voting aye.
12. 1001 South St. Mary’s Street Recommend Demolition
Carol Searls, property owner, spoke on the item.
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
motion and second withdrawn. Motion by Scott, seconded by Watters, to delete this item,
all voting aye.
13. 2501 Washington Avenue Recommend Demolition
Motion by Scott, seconded by Schoenherr, to delete this item, all voting aye.
14. 1416 West 3rd Street Recommend Demolition
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
motion and second withdrawn. Motion by Scott, seconded by Schoenherr, to delete this
item, all voting aye.

15. 1514 West 14th Street Recommend Demolition
Danny Robinson, property owner, spoke on the item.
Motion by Scott, seconded by Schoenherr, to adopt the proposed resolution to demolish,
motion and second withdrawn. Motion by Scott, seconded by Schoenherr, to delete this
item, all voting aye.
3. ADJOURNMENT
There being no further business, the meeting was adjourned at 7:34 p.m., on motion by
Scott, seconded by Watters, all voting aye.

OF THE CITY OF SIOUX CITY, IOWA
City Council agendas are available at www.sioux-city.org.
You are hereby notified that a meeting of the City Council of the City of Sioux City, Iowa, will be
held Thursday, October 16, 2025, 7:00 p.m., local time, in the City Council Chambers, 5th Floor,
City Hall, 405 6th Street, Sioux City, Iowa, for the purpose of taking official action on the agenda
items shown hereinafter and for such other business that may properly come before the Council.
This is a formal meeting during which the Council takes official action on various items of busi-
ness. If you wish to speak on an item, please follow the six participation guidelines adopted by
the Council for speakers:
1. Anyone may address the Council on any agenda item.
2. Speakers should approach the microphone one at a time and be recognized by the Mayor.
3. Speakers should give their name, spell their name, and then their statement.
4. Everyone should have an opportunity to speak. Therefore, please limit your remarks to three
minutes on any one item.
5. At the beginning of the discussion on any item, the Mayor may request statements in favor
of an action to be heard first, followed by statements in opposition to the action.
6. For the benefit of all in attendance, please turn off all cell phones and other communication
devices while in the City Council Chambers.
