JOINT MEETING OF THE
CITY COUNCIL
AND THE
AIRPORT BOARD OF TRUSTEES
A Joint Meeting of the City Council and Airport Board of Trustees was held on November 13,
2025, at 12:00 p.m. The following Council Members were present on call of the roll: Moore and
O’Kane. Absent: Schoenherr, Scott, and Watters, therefore quorum was not met. (Scott entered
at 12:02 p.m. and a quorum was reached; Schoenherr entered at 12:09 p.m.)
Staff members present: Michael Collett, Interim City Manager; Nicole M. DuBois, City Attorney;
Amber Hegarty, Assistant City Attorney; Heidi Farrens, City Clerk; Al Lorenzo, Airport Manager;
and Melissa Uhl, Administrative Assistant.
Members of the Airport Board of Trustees present: Paul Baker, Faith Bradham, Linda Kaliin, Dave
Kaplan, and Skip Perley.
Others present: Barbara Sloniker, Siouxland Chamber of Commerce; and Chris Harbeck, 1 Vision
Aviation.
Scott entered the meeting at 12:02 p.m.
Collett shared highlights and accomplishments throughout the year. The Airport participated in
regular planning sessions with the 185th ARW to jointly plan for the construction of a new runway
and ramp. The Airport received FAA funding for the Airport Master Plan and Airport Layout Plan
Project which will provide for 90% of the cost. The Airport was awarded FAA funding under the
BIL Airport Terminal Program and was included as one of the 128 projects selected for the $970
million of available funds. The Airport Terminal Program award combined with an AIP grant will
fund 95% of the acquisition and installation of a new passenger boarding bridge.
Schoenherr entered the meeting at 12:09 p.m.
The Airport was awarded an IDOT Airport Improvement Grant of $400,000 toward the South
Ramp Reconstruction Project. The grant provides 67% of the expected Phase I cost that was
completed in 2025. The Roof Replacement Project (Phase 2) contract was awarded in September
2024 and completed in July 2025. The Airport received an IDOT Air Service Grant for marketing
air service, an IDOT Commercial Service Vertical Infrastructure Grant for the terminal roof project
and terminal doors, and an IDOT Airport Improvement Program Grant for the South Ramp
Reconstruction Project-Phase II.
Collett provided a summary of grant projects. More than $71 million was received from grants and
contributions from 2016-2025. Current and future projects include new snow removal equipment,
south ramp reconstruction, improving the terminal’s secure area, north ramp rehabilitation, and
the replacement and expansion of Runway 13-31.
The Siouxland NEXUS project initiated from the Strategic Study Analysis Report is a combined
study that takes a collaborative long-term view of the Sioux Gateway Airport and the 185th ARW
missions, both co-located at Brigadier General Bud Day Field. While funds are not appropriated
yet, the goal was to be on the eligible projects list. This goal was met faster than anticipated.

Collett reported that the FAA inspection showed one minor finding that was corrected during the
inspection. Uhl discussed the 72-day marketing campaign led by Arkstar Group. The campaign
will target a defined catchment area. Collett highlighted collaborations and partnerships with
Midwest Honor Flight, Western Iowa Tech Community College, and Morningside University.
Goals for the Sioux Gateway Airport include maintaining and building air service with the essential
air service process and promoting Chicago and Denver destinations; continuing the coordinated
planning effort with the 185th ARW to replace and extend the 13-31 runway and ramp; pursue
landside and other potential development by working with the Economic Development
Department; and continuing to seek FAA and IDOT grants for airport improvements, vertical
infrastructure and air service marketing.
The City Council thanked the Airport staff and Board of Trustees for their hard work and service
to the community.

Scott, seconded by Moore, all voting aye.
