MINUTES Thursday, April 28, 2016 Audit Committee Meeting 4 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Council Member Rex Rolfing, Audit Committee Member Jason Forbes, Audit Committee Arnold Martens, Audit Committee Member Seth Peterson, Council Member Michelle Erpenbach, and Council Member Dean Karsky. Members Absent: Council Member Rick Kiley Staff Present: Rich Oksol, Internal Audit Manager; Ashley Stroschein, Internal Auditor; Kim Schroeder, Internal Auditor; Tamara Jorgensen, MMC, Assistant City Clerk; and Jim David, Legislative/Operations Manager 1. Call To Order Committee Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Approval of Minutes A. Meeting held on Wednesday, December 16, 2015 A motion was made by Council Member Seth Peterson and seconded by Council Member Michelle Erpenbach to approve the minutes. Rolfing called for a voice vote and all members voted yes. Motion Passed. 3. Reports and Updates 4:03 p.m. Council Member Rick Kiley arrived at this time. A. Review Audit Report 15-07 - Landfill Cash Controls Ashley Stroschein, Internal Auditor, reviewed the report, detailed responses, recommendations and management responses. Discussion followed. A motion was made by Council Member Dean Karsky and seconded by Council Member Rick Kiley to accept this audit report and recommend it for presentation to the City Council. Rolfing called for a voice vote and all members present voted yes. Motion Passed.  B. Review Audit Report 14-07 - Construction Contracts Rich Oksol, Internal Audit Manager, reviewed the report, detailed responses, recommendations and management responses. Discussion followed. A motion was made by Council Member Michelle Erpenbach and seconded by Committee Member Jason Forbes to accept this audit report and recommend it for presentation to the City Council. Rolfing called for a voice vote and all members present voted yes. Motion Passed. C. Review Status Report - Follow-up on Audit Recommendations Rich Oksol, Lead Internal Auditor, reviewed the report, detailed responses, recommendations and management responses. Discussion followed. A motion was made by Council Member Rick Kiley and seconded by Council Member Michelle Erpenbach to accept this audit report and recommend it for presentation to the City Council. Rolfing called for a voice vote and all members present voted yes. Motion Passed. 4. Open Discussion Oksol stated that a resolution reappointing Arnie Martins to the Audit Committee is scheduled for the City Council Meeting on Tuesday, May 3, 2016, at 7 p.m. Oksol stated an update will be received and distributed by Eide Bailly LLP regarding the results of the annual external audit. This report may be received by the end of June, 2016. Rolfing mentioned that Dean Buckneberg, Partner and Senior Audit Associate for Eide Bailly LLP, is retiring at the end of this month. Rolfing thanked him for his many years of service. 5. Adjournment A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Dean Karsky to adjourn the meeting at 4:58 p.m. A voice vote was taken, all members present voted yes.
