OLD BUSINESS
A. 15th Street Bike Boulevard Update
Staff: Fletcher Lacock
Lacock presented the 15th Street Bike Boulevard update and reviewed the upcoming
traffic circle at 15th and Prairie and bump outs on Grange planned for this summer.
New street signs are also being installed identifying the Bike Boulevard. The 15th
Street leg will remain in place and RRFB’s will be installed as approved at 15th Street
and Kiwanis. The reason for choosing 15th Street includes traffic volumes, street
design, and design speeds. Question regarding RRFB’s and vehicles stopping. Miller
stated that education is needed for drivers, bicyclists, and pedestrians. Pickard spoke
regarding car culture, bikability and walkability.
NEW BUSINESS
A. Bike Plan Goals
Staff: Fletcher Lacock
Lacock presented the Bike Plan action items and reviewed the public engagement
from the Bike Expo. Construction of trails, trail connections, and on-street bike
facilities topped the list with education also showing as important. Discussion
followed regarding education and programming opportunities.
Question regarding downtown wayfinding signage. Lacock stated that he would
provide an update at the next meeting. Discussion followed regarding Bike
Boulevards. Lacock stated that a study was conducted and would provide an update
at the next meeting. Claussen asked a question regarding signage and enforcement
on the trail. Lacock stated that he would check with PD regarding number of tickets
issued and further education.
Pickard asked a question regarding out of class ebikes. Discussion followed regarding
State law and local enforcement.
Jon Scarborough asked a question regarding dual trails. Discussion followed and
Lacock stated that an update on the Parks Master Plan would come at the next
meeting.
Claussen asked a question rhetorical question about enforcement and signage on the
trail.
B. FAB Bike Audit
Staff: Jeff Mersch
Jeff Mersch, FAB President, talked about the mission of Falls Area Bicyclists including
education and advocacy. Mersch spoke to the upcoming July 26th Bike Audit
organized by FAB and starting at Active Generations on W 46th Street. The idea is to
look at good bicycle infrastructure and areas that need improvement. Discussion
followed regarding resources.
Jon Scarborough asked for updates regarding trail closures and construction. Clint
Metz provided updates and discussion included upcoming projects such as Cliff
Avenue trail rehab and Tomar Park parking lot.
