MINUTES Tuesday, August 14, 2012 CIP - Budget Hearings 3:00 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Kenny Anderson Jr., Council Member James Entenman, Council Member Greg Jamison, Council Member Dean Karsky, Council Member Rex Rolfing, and Council Member Kermit L. Staggers Members Absent: Council Member Michelle Erpenbach Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst CALL TO ORDER Council Vice Chair Jim Entenman called the meeting to order at 3:00 p.m. Entenman stated that there will be a City Council Working Session on Wednesday, August 15, 2012, at 3:00 p.m. at the Carnegie Town Hall. The following people have been invited to attend: Terry Torkildson, General Manager for the Sioux Falls Arena, to answer questions about the Arena; Don Kearney, Director of Parks and Recreation, to discuss the Aquatic Center, indoor hockey and indoor training that is in the CIP; Tracy Turbak, Director of Finance; and Mike Cooper, Director of Planning and Building Services. Entenman stated that if anyone has requests for additional information to let him know. Entenman stated there is an additional City Council Working Session scheduled for Wednesday, August 29, 2012, at 3:00 p.m. He stated that they would like to be up to date with any proposed amendments to the budget. He stated if additional information was needed from Jim David or David Bixler, to let them know prior to the August 29, 2012, Working Session. BUDGET HEARINGS A. Parks and Recreation/Zoo Don Kearney, Director of Parks and Recreation, gave a brief overview of the 2013 Operating Budget for the Parks and Recreation Department. This was a continuation from the Budget Hearing held on August 7, 2012. Elizabeth Whealy, CEO for the Great Plains Zoo and Delbridge Museum, addressed questions on the operating budget and the facilities at the Zoo. She addressed questions from the City Council.  B. Washington Pavilion Larry Toll, President of the Washington Pavilion, gave an overview of the agreement between the City of Sioux Falls and the Washington Pavilion Management, Inc. He addressed questions from the City Council. C. Planning and Building Services Mike Cooper, Director of Planning and Building Services, gave a brief overview of the 2013 Operating Budget for the Planning and Building Services Department. D. Transit Mike Cooper, Director of Planning and Building Services, gave a brief overview of the 2013 Operating Budget for the Transit Division. 4:35 p.m. A five minute break was taken at this time. 4:40 p.m. The meeting resumed. E. Public Works Mark Cotter, Director of Public Works, gave a brief overview of the 2013 Operating Budget for the Parks and Recreation Department. Adjournment Council Vice Chair Jim Entenman stated that this budget presentation will be rebroadcast on CityLink on Thursday, August 16, 2012, at 6:00 p.m. and again on Saturday, August 18, 2012, at 1:00 p.m. The on-demand video of this budget presentation will be available at www.siouxfalls.org.
