MINUTES Tuesday, August 2, 2016 Budget Hearings 2 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Council Member Christine M. Erickson, Council Member Michelle Erpenbach (arrived at 3:35 p.m.), Council Member Rick Kiley, Council Member Greg Neitzert, Council Member Rex Rolfing, Council Member Marshall Selberg, Council Member Pat Starr, and Council Member Theresa Stehly Members Absent: Mayor Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Lead Internal Audit Manager CALL TO ORDER Council Chair Rex Rolfing called the Budget Hearing to order at 2 p.m. Budget Hearings A. Finance - Budget Overview by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, thanked the City Directors, and the Finance team for their work on the budget. Turbak made introductory comments on the overall budget process and reviewed the budget hearing schedule for the remainder of the month. All meetings will be held in the Council Chambers at the Carnegie Town Hall. August 9, 2016, at 3 p.m.: Police, Fire Rescue, Library, Parks and Recreation and Entertainment Tax August 16, 2016, at 3 p.m.: Public Health, Transit, Planning and Building Services, and Public Works August 23, 2016, at 5:00 p.m.: Joint Library, Metro Communications, and Siouxland Museum B. Human Resources - Personnel Overview by Bill O'Toole, Director of Human Resources Bill O'Toole, Director of Human Resources, gave an overview of the 2017 Budget for the Human Resources Department. Discussion followed. C. Central Services Overview by Sue Quanbeck Etten, Director of Central Services Sue Quanbeck Etten, Director of Central Services, gave an overview of the 2017 Budget for the Central Services Department. Discussion followed. D. Community Development - Affordable Housing by Daren Ketcham, Director of Community Development and Public Parking; and Les Kinstad, Community Development Manager Les Kinstad, Community Development Manager, gave an overview of the 2017 Budget for the Affordable Housing Division. He was assisted by Daren Ketcham, Director of Community Development and Public Parking. Discussion followed. E. Community Development - Economic Development by Brent O'Neil, Economic Development Manager Brent O'Neil, Economic Development Manager for Community Development, gave an overview of the 2017 Budget for the Community Development Division. Discussion followed. F. Community Development - Public Parking by Matt Nelson, Public Parking Facility Manager Matt Nelson, Public Parking Facility Manager, gave an overview of the 2017 Budget for the Public Parking Division. Discussion followed.
