MINUTES Tuesday, August 14, 2018 CIP - Budget Hearings 2 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, and Theresa Stehly 1. Call to Order Council Chair Christine M. Erickson called the meeting to order at 2 p.m. 2. Approval of Minutes A. Budget Hearing of Tuesday, August 7, 2018, at 2 p.m. A motion was made by Marshall Selberg and seconded by Curt Soehl to approve the minutes. Council Chair Christine M. Erickson called for a voice vote. All members said yes. Motion Passed. 3. Open Discussion Council Member Theresa Stehly spoke about safety and having safe neighborhoods in the City of Sioux Falls. 4. Budget Hearings A. Entertainment Tax by Tom Huber, Assistant Director of Finance Tom Huber, Assistant Director of Finance, provided an update on the following topics: 2019 Total Budget; 2019 Entertainment Tax Fund Budget; 2019 budget by Venue; 2019 Events Complex Expenditures; 2019 Orpheum Theatre Expenditures; 2019 Sioux Falls Stadium Expenditures; and the 2019 Washington Pavilion Expenditures. Discussion followed about: whether or not the expenditures for the Great Plains Zoo should be within the Entertainment Tax Fund; improvements at the Sioux Falls Arena as listed in the CSL Report which looked at entertainment funds; the status and vision of the CSL Report with new leadership in place.  Erica Beck, Chief of Staff, stated there will be future meetings with primary tenants of the Arena to discuss their short term and long term needs. Updates will be provided to the City Council regarding the the meetings. Additional discussion: the life expectancy of the equipment at the Premier Center; a request for maximum usage in all venues; and funds that are being used for the Sioux Falls Stadium. B. Parks and Recreation by Don Kearney, Director of Parks and Recreation Don Kearney, Director of Parks and Recreation, provided updates on the following: Investing $25.5 Million in Parks & Recreation; 2017 Attendance & Participation; 2019 Operating Budget by Category; 2019 Operating Budget by Program; 2019 Capital Budget; Indoor Storage; Reinvesting in Infrastructure - cyclic Programs; Fawick to Cherry Rock Trail Reconstruction; Other 2019 Capital Projects; and 2019-2023 CIP Projects. Discussion followed about: staffing for summer positions; whether or not the rate increase of 50 cents per hour is adequate for future needs; keeping pace for future staffing; updates being done on the west side of town; bike trail improvements; an update on the Midco Aquatic Center regarding admissions; an update on the Great Plains Zoo and Delbridge Museum attendance; the future vision for outdoor pools; alternative ideas for pool staffing and park maintenance positions; Phase III of the River Greenway Project; the budget for forestry and the Emerald Ash Borer issue; plans for future community centers and attendance at city parks. C. Public Works by Mark Cotter, Director of Public Works Mark Cotter, Director of Public Works, provided an overview of Public Works by explaining: Public Works: Investing $208.2M in Public Works. Highways & Streets: 2019 Highways & Streets by Program; 2019 Engineering; Snow Removal; Street Maintenance; 2019 Highways & Streets Operating Budget; Highways & Streets 2019 Sales Tax Capital Program; Use Technology to Preserve Streets; All Streets Rated Very Poor (25 and below) will be improved by the end of 2019; Investment in Sidewalk ADA Compliance; and Highways & Streets 2019 Major Projects. Storm Drainage: Investing $15.8M in Storm Drainage; 2019 Storm Drainage Operating Budget; and 2019 Storm Drainage Capital Budget. Electric Light: Investing $10.4M in Electric Light; 2019 Electric Light Operating Budget; and 2019 Electric Light Capital Budget. Landfill: Investing $12.1M in Sanitary Landfill; 2019 Sanitary Landfill Budget;  and 2019 Sanitary Landfill Capital Budget. Water: Investing $39.0M in Water; 2019 Water Operating Budget; and 2019 Water Capital Budget. Water Reclamation: Investing $61.9M in Water Reclamation; 2019 Water Reclamation Operating Budget; 2019 Water Reclamation Capital Budget; Master Plan Drivers: Capacity for Regional Growth; and Master Plan Recommended Improvements. Discussion followed about: the arrangements with equipment vendors that resulted in saving money; an update on the work being done at 69th Street and Louise Avenue; tours conducted at the Water Treatment Plant; an update on pothole patching; compliments received regarding snow gates; the project being conducted on the Tea Ellis Road; request for additional speed signs; storm sewer work needed; the sump pump collection system; the I-229 and 26th Street Project; the number of lane miles in Sioux Falls; and the timeline for the wastewater redesign; consolidating future elections; and the number of snow gates used including private contractors. 4. Public Comment There was none. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2(1)). A motion was made by Greg Neitzert and seconded by Rick Kiley to go into Executive Session at 4:36 p.m. for the purpose of discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2(1)). Vote to go into Executive Session: Roll Call: Yeses, Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly, 8. Noes, 0. Motion Passed. A motion was made by Rick Kiley and seconded by Marshall Selberg to go out of Executive Session at 5:50 p.m. A voice vote was taken. All members voted yes. Motion Passed. 6.
