Informational Meeting Minutes of Monday, February 7, 2011, at 4:00 p.m.
City Council Meeting Minutes of Monday, February 7, 2011, at 7:00 p.m.
COMMUNICATIONS
1. A communication was received from the South Dakota Dental Association, stating
its intent to sell raffle tickets from March 2, 2011, to May 13, 2011, with a prize
being $10,000.00 cash. Tickets will be $125.00 each. The proceeds are to be used
for the South Dakota Dental Foundation and are used for scholarships and
educational benefits to students.
2. A communication was received from the Tuluu Dimmitu Foundation, stating its
intent to sell raffle tickets from March 15, 2011, to May 30, 2011, with a prize being
a used car valued between $1,000.00 - $1,500.00. Tickets will be $25.00 each or
four for $75.00. The proceeds are to be used for a new school for children in
Ethiopia.
APPLICATIONS
The following abatements were recommended for approval by the Director of
Equalization and the State's Attorney's Office for Lincoln County; and the City Attorney
for Sioux Falls:
3. Joel and Tammy VanScharrel, 8220 Grass Creek Drive South (281.33.11.007 -
Cinnamon Ridge Addition, Lot 7, Block 11), Sioux Falls, SD, for 2010 property
taxes in the amount of $875.91. The home was assessed with the lower level
finished. The lower level is not finished.

APPROVAL OF REGULAR AGENDA
A motion was made by Council Member Kenny Anderson Jr. and seconded by Council
Member Bob Litz to approve the Regular Agenda.
A motion was made by Council Member Vernon Brown and seconded by Council
Member Sue Aguilar to amend the Regular Agenda by adding an Ordinance as Item 6 as
read by the Assistant City Clerk:
“1st Reading: An Ordinance of the City of Sioux Falls, SD, amending the
code of ordinances of said city by rezoning property at 47135 260th St. from
the A-1, Agricultural District to the McCrossan Boys Ranch Planned
Development District.”
Vote to amend: Roll Call: Yeses, Michelle Erpenbach, Greg Jamison, Bob Litz, Rex
Rolfing, Sue Aguilar, Kenny Anderson Jr., Vernon Brown, 7. Noes, 0.

PUBLIC INPUT
Steve Hildebrandt spoke to the City Council regarding possible downtown locations for
the Events Center and provided a copy of the site locations.
Dave Syverson spoke regarding today's Informational Meeting and the Events Center
information provided.
Dave Zokaites spoke regarding the Police Department.
Tim Stanga spoke regarding the Events Center schedule and proposed Events Center
sites. He also stated that when he was at the Informational Meeting, he requested a copy
of documents that were being distributed to the media and was told he could not have a
copy. He would like copies available to the general public in the future. He also asked
about the contract at the Washington Pavilion and the timeline.

4. DEFERRED (from meeting of December 6, 2010 and January 3, 2011) 2nd Reading:
AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, REZONING
PROPERTY AT 412 E. 12TH ST. FROM THE C-3, CENTRAL BUSINESS
DISTRICT TO SUBAREA E OF THE BEADLE GREENWAY PLANNED
DEVELOPMENT DISTRICT, PETITION NO. 2010-09-02, AND AMENDING
THE OFFICIAL ZONING MAP OF THE CITY OF SIOUX FALLS.
A motion was made by Council Member Greg Jamison and seconded by Council
Member Rex Rolfing to defer this item to the City Council Meeting of Monday, April
18, 2011, at 7:00 p.m.

A motion was made by Council Member Michelle Erpenbach and seconded by Council
Member Kenny Anderson Jr., to set a date of hearing and 2nd Reading for Tuesday,
February 22, 2011, at 7:00 p.m. for Item 5.
