WHEREAS, the Orpheum Theater Board unanimously proposed placement of five sculptures reflecting cultural art themes on public property within the Orpheum Theater courtyard area; and WHEREAS, five sculptures would be leased by SMG, Orpheum Theater facility manager, for one year and are not intended to be gifts to the City; and WHEREAS, the Sioux Falls Orpheum Theater Board of Directors and Visual Arts Commission and various City department staff have reviewed the proposed 2012 sculptures and their placements and recommend approval to the City Council; NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:  That the following four sculptures and one alternate sculpture are approved for placement in the Orpheum Theater Center courtyard: 1. Dance of Life, by artist D. E. McDermott, a bronze sculpture depicting two figures dancing and measuring 63" in height, 50" in width, and 18" in depth; and 2. Portrait of a Bird, by artist Ibsen, a steel, stucco, and concrete sculpture depicting a bird and measuring 5' in height, 3' in width, 3' in diameter, and 10' in circumference; and 3. Samurai Dancer, by artist Snyder, a steel sculpture depicting a dancer and measuring 6' in height and 2' in width; and 4. Kneeling Boy, by artist Thorsen, a bronze sculpture depicting a boy and measuring 45" in height, 13" in width, and 25" in depth; and Alternate: 5. RESOLUTION NO. 17-12 A RESOLUTION OF THE CITY OF SIOUX FALLS, SD, APPROVING THE PLACEMENT OF SCULPTURES ON PUBLIC PROPERTY FOR AN INTERNATIONALLY RECOGNIZED VISUAL ARTS PROGRAM KNOWN AS SCULPTUREWALK SIOUX FALLS 2012. WHEREAS, the 2012 SculptureWalk program will bring a large number of sculptures to the central business district for outdoor display; and WHEREAS, the SculptureWalk program enhances the beauty and culture of the downtown area for all citizens and visitors to enjoy; and WHEREAS, 56 of the proposed sculptures will be placed on public right-of-way or other publicly owned property; and WHEREAS, the exhibition of public art in the central business district is recommended and encouraged by the Final Report of the Downtown Art Committee (DART) and the City of Sioux Falls’ 2015 Downtown Plan; and WHEREAS, the SculptureWalk program represents a broad collaboration of individuals and entities, both public and private, including Main Street Sioux Falls, the Sioux Falls Arts Council, the Chamber of Commerce, and the City of Sioux Falls; and WHEREAS, the Sioux Falls Visual Arts Commission and various City department staff have reviewed the proposed 2012 sculptures and their placements and recommend approval to the City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That it approves the placement in public right-of-way and on public property of 56 sculptures, as described by the following: Sculptures and Artists Conversation of the Long Married—Maeck Pushing Through—Pierce King Bird—Ehis Natalia—Mendez Emma by the River—Branch Tickled—Peterson Self Made Man—Carlyle Hands of Nature—Kilbane Pelican Ahoy!—Green Ancient Warrior—Clements Green Sea Turtles—Thorsen InvitsBone Segui III—B.
