16. Sioux Falls Downtown Good Samaritan Housing, LP, 4800 W. 57th St., for 2013
property taxes in the amount of $4,610.78.
17. Phillip's Home, 906 S. Phillips Ave., for 2013 property taxes in the amount of
$1,227.29. The parcel was purchased August 1, 2013. The applicant was granted
exempt status for 2014 payable in 2015; and is now requesting abatement for time
owned in 2013.
18. South Dakota Achieve, 4100 S. Western Ave., for 2013 property taxes in the
amount of $10,697.54. The applicant is exempt from tax.

PUBLIC INPUT
Cathy Brechtelsbauer inquired about having the Downtown Library opened on Sundays.
Rachida Mahamed spoke about her love for reading and requested to have the library
open on Sundays.
Scott Ehrisman expressed his appreciation for the Sioux Falls Free Thinkers being able
to provide an Invocation. He gave a brief history of Invocations and expressed his
concerns about admission charges to the Visual Arts Center at the Washington Pavilion
of Arts and Science.
Theresa Stehly spoke about voter confusion and offered suggestions to help the election
process.
Dan Daily spoke about the recent election, postponing construction of the Spellerberg
indoor pool, the City's citation process, veterans, the VA Hospital, and City debt.
Don Bechtel spoke about the proposed garbage ordinance and the problems it would
cause for landlords, and other landlord issues.
Carol Anderson spoke about the City's appeals process and problems that landlords
endure.

RESOLUTION NO. 65-14
A RESOLUTION APPROVING THE SPECIAL ASSESSMENT ROLL FOR CONSTRUCTION
OF SIDEWALK ON N. KIWANIS AVE. FROM W. 2ND ST. TO W. 9TH ST.
BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
SECTION 1. That the special assessment roll for the assessment of the property assessable for
construction of sidewalk on N. Kiwanis Ave. from W. 2nd St. to W. 9th St. pursuant to a contract
entered into with Dakota Contracting on the 16th day of April, 2013, be and the same is hereby
approved and the assessment as set out in the special assessment roll approved this date is hereby
levied against the property described therein and becomes a lien against such property upon
filing of the special assessment roll in the City Accounting Office.
SECTION 2. The assessment may be paid in five annual installments and shall be collected
under Plan One—Collection by County Treasurer as provided in SDCL 9-43.

NOTICE TO PROPERTY OWNERS
Notice is hereby given that assessments levied under the above resolution will become due and
payable at the office of the County Treasurer in five installments, together with interest at
5.25 percent per annum in accordance with SDCL 9-43. The first installment, with interest, will
become due with general taxes and will be payable at the County Treasurer’s Office on
January 1, 2015; the remaining installments, with interest, will become due and payable annually
at the County Treasurer’s Office on January 1 of each following year until total assessment, with
interest, is paid in full.
Notice is further given that the special assessment roll approved in the above resolution was filed
with the City Clerk’s Office on the 10th day of June, 2014, and that the whole of said
assessment, or any installment thereof, may be paid without interest to the City Accounting
Office on or before 30 days after said filing.
