A communication was received from Bisrat Yetbark requesting permission to consume, but not sell, homemade beer and wine at the Multi-Cultural Center of Sioux Falls, 515 N. Main Ave., on Sunday, September 21, 2014 from 10:00 a.m. until 12:00 a.m. for a wedding. APPLICATIONS The following abatements were recommended for approval by the Director of Equalization and the State's Attorney's Office for Minnehaha County; and the City Attorney for Sioux Falls: 4. Earlien Gavin, 1824 S. Euclid Ave., for 2013 property taxes in the amount of $649.57. The difference between the elderly freeze and the non-elderly freeze. 5. Michael R. Hight, 2609 S. Purdue Ave., for 2013 property taxes in the amount of $1,271.58. The difference between non-owner occupied and owner occupied taxes. Robert Kolbe spoke about budget funding, for the City and Minnehaha County. April Smith spoke about public transit. Item 15 was heard at this time. See item for action taken. WHEREAS, the City of Sioux Falls is a member of the SDPAA, which is a risk-sharing pool comprised primarily of South Dakota cities and counties; and WHEREAS, the City of Sioux Falls appointed Director of Finance, Tracy D. Turbak, currently holds a position on the Board of Directors of the SDPAA, which term is soon to expire; and WHEREAS, it is in the best interest of the City of Sioux Falls to maintain this representation on the Board of Directors of the SDPAA; and WHEREAS, the SDPAA board member eligibility rules require the candidacy of an appointed official to be supported by a resolution of the governing board. WHEREAS, the Transit Task Force was created by the City Council to develop a long-term strategy that addresses both fixed route and Paratransit needs in Sioux Falls; WHEREAS, the 20-member task force included individuals representing transit users, nonprofits, medical facilities, City Council, advocacy groups, and other interested parties; and WHEREAS, the 2014 Transit Task Force Report was developed through a comprehensive eight- month planning process facilitated by City Planning; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the 2014 Transit Task Force Report as attached hereto and made part of this Resolution is hereby accepted by the City Council. BE IT FURTHER RESOLVED THAT: The City follow the 2014 Transit Task Force Report’s goals and work actions for planning future transit routes, setting fares, and establishing future transit budgets. WHEREAS, South Dakota has a proud and distinguished history of dedicated military service by men and women of this state whose courage, heroism, and sacrifice preserve the liberties and democratic way of life set forth in our state and federal constitutions; and WHEREAS, South Dakota is the proud home of more than 75,000 military veterans who have served their country long and well and who bring great honor and distinction to the state; and WHEREAS, South Dakota is home not only to active duty service personnel and veterans but also to the countless family members of these men and women who display the same dedication, courage, and sacrifice; and WHEREAS, we should never forget the sacrifices made by more than 2,800 South Dakotans, including 294 military personnel from Minnehaha and Lincoln counties since World War I, who gave the ultimate sacrifice defending the principles of freedom, liberty, and justice; and WHEREAS, in times of conflict around the globe, it is particularly appropriate to recognize South Dakotans in all branches and components of the Armed Services who serve around the world to protect the security and peace of our nation and other nations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the Sioux Falls City Council strongly urges the South Dakota Department of Transportation to rename South Dakota Highway 100 and its future expansion to Veterans’ Memorial Parkway.
