9. RESOLUTION TO ADOPT THE SIOUX FALLS 2025 DOWNTOWN PLAN.
A motion was made by Council Member Christine M. Erickson and seconded by Council
Member Rick Kiley to adopt said Resolution No. 135-14.

RESOLUTION NO. 135-14
RESOLUTION TO ADOPT THE SIOUX FALLS 2025 DOWNTOWN PLAN.
WHEREAS, the Mayor and City Council of Sioux Falls, SD, appointed a Downtown Plan Advisory
Committee in October 2013;
WHEREAS, the Sioux Falls Planning and Community Development Offices sponsored several
months of community visioning that included 13 citizen work groups, community meetings, and an
online survey, whereby public input identified the current strengths and weaknesses of downtown,
and provided suggestions for building a better downtown;
WHEREAS, the Sioux Falls 2025 Downtown Plan has been developed to serve as a guide for
continued development of downtown Sioux Falls;
WHEREAS, the Sioux Falls 2025 Downtown Plan contains a short vision statement, a full
descriptive/narrative vision of the desired future downtown, and 13 goals. Each goal is then
described in more detail and each is accompanied by action steps;
WHEREAS, the Sioux Falls 2025 Downtown Plan is consistent with the adopted Shape Sioux Falls
2035;
WHEREAS, the Sioux Falls Planning Commission recommended adoption of the Sioux Falls 2025
Downtown Plan on December 3, 2014;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: The Sioux Falls
2025 Downtown Plan is hereby adopted for the City of Sioux Falls. The plan shall supersede the
2015 Downtown Plan. The plan shall be on file in the offices of the City Clerk, City Planning, and
City Community Development and is available for public inspection online at www.siouxfalls.org by
any interested person.

A RESOLUTION APPROVING THE RELEASE OF PERMANENT EASEMENTS LOCATED
IN VACATED W. 19TH ST. BETWEEN S. MENLO AVE. AND S. WALTS AVE., LYING
SOUTH OF LOTS 6 AND 7 OF BLOCK 7 OF SAGE’S SUBDIVISION OF BLOCKS 7, 10,
AND 23 OF PARK ADDITION TO SIOUX FALLS, AND LYING NORTH OF LOTS 1 AND
12 OF BLOCK 10 OF SAGE’S SUBDIVISION OF BLOCKS 7, 10, AND 23 OF PARK
ADDITION TO SIOUX FALLS, MINNEHAHA COUNTY, SOUTH DAKOTA.
WHEREAS, the City of Sioux Falls, South Dakota, no longer needs the permanent easement
area across the above-described real property, as shown on attached Exhibit A. Signed approvals
from all public and private utilities are on file with the office of the City Engineer;
WHEREAS, the permanent easement area was established by Plat 1-14 of Park Addition To
Sioux Falls and filed for record in the office of the Register of Deeds for Minnehaha County,
Territory of Dakota, on April 24, 1883, and replatted and reconfirmed by Plat 1-42 of Sage’s
Subdivision of Blocks 7, 10, and 23 of Park Addition To Sioux Falls and filed for record in the
office of the Register of Deeds for Minnehaha County, Territory of Dakota, on May 22, 1888;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That it approves the release of the permanent easement area, as shown on attached Exhibit A,
and affecting the real property described as vacated W. 19th St. between S. Menlo Ave. and
S. Walts Ave., lying south of Lots 6 and 7 of Block 7 and lying north of Lots 1 and 12 of
Block 10 all of Sage’s Subdivision of Blocks 7, 10, and 23 of Park Addition To Sioux Falls,
Minnehaha County, SD, and that the City Clerk shall cause to be recorded with the Register of
Deeds, Minnehaha County, South Dakota, a duly certified transcript of this resolution.

LOCATED IN LOT 1, TRACT 6, GOLDEN VALLEY ADDITION TO THE CITY OF SIOUX
FALLS, MINNEHAHA COUNTY, SOUTH DAKOTA.
WHEREAS, the City of Sioux Falls, South Dakota, no longer needs the permanent sanitary sewer
easement area across the above-described real property, as shown on Exhibit A. Signed approvals
from all public and private utilities are on file with the office of the City Engineer; and
WHEREAS, the permanent sanitary sewer easement was recorded in the office of the Register of
Deeds for Minnehaha County, SD, on November 28, 1994, in Book 56 of Plats on Page 287;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That it approves the release of the permanent easement area, as shown on attached Exhibit A,
and affecting the real property described as Lot 1, Tract 6, Golden Valley Addition to the City of
Sioux Falls, and that the City Clerk shall cause to be recorded with the Register of Deeds,
Minnehaha County, South Dakota, a duly certified transcript of this resolution.
