PUBLIC INPUT Josh Keiser expressed his concerns and suggestions, regarding blocked fire hydrants. Mark Blackburn spoke about a panel discussion being held on Friday night, at Augustana University, regarding Martin Luther King Jr.'s dream. HEARINGS AND RESOLUTIONS 9. A RESOLUTION VACATING THE N 17' OF THE W. 6TH ST. RIGHT-OF- WAY FROM THE EAST RIGHT-OF-WAY LINE OF N. HELEN AVE. TO 10' WEST OF THE WEST RIGHT-OF-WAY LINE OF N. KIWANIS AVE. AS SHOWN ON THE EXHIBIT. A motion was made by Council Member Kenny Anderson Jr. and seconded by Council Member Rex Rolfing to adopt said Resolution No. 2-16. Vote to adopt: Roll Call: Yeses, Christine M. RESOLUTION NO. 2-16 A RESOLUTION VACATING THE N 17' OF THE W. 6TH ST. RIGHT-OF-WAY FROM THE EAST RIGHT-OF-WAY LINE OF N. HELEN AVE. TO 10' WEST OF THE WEST RIGHT-OF-WAY LINE OF N. KIWANIS AVE. AS SHOWN ON THE EXHIBIT. WHEREAS, a petition of the owners of: Tracts 1, 2, 3, and 4 of Thomas-Jensen Subdivision of Lot 1 in S1/4 SE1/4 NW1/4 of Section 18-101-49, Minnehaha County, SD Lot 2 of the N 115' of the S1/4 SE1/4 NW1/4 of Section 18-101-49, Minnehaha County, SD, except the N 10' thereof WHEREAS, the hearing was held on January 12, 2016, and the petition has been duly examined and investigated by the City Council of the City of Sioux Falls. Testimony in support of said petition has been heard, and no opposition hereto was voiced. Said property, as shown upon the plats attached to and made a part of said petition, has not been used as a street or ally in the past 20 years and no longer serves a useful purpose. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the N 17' of the W. 6th St. right-of-way from the east right-of-way line of N. Helen Ave. to 10' west of the west right-of-way line of N. Kiwanis Ave. as shown on the Exhibit, be and the same hereby is declared vacated, and subject to an easement reserved by the City of Sioux Falls in, over, and upon such vacated property as shown on the Exhibit for drainage, sewer, water and gas mains, electric, telephone lines, cable TV, and all public utility uses required or authorized by the City of Sioux Falls, and that the City Clerk shall cause to be filed with the Register of Deeds, Minnehaha County, SD, a duly certified transcript of this resolution. A motion was made by Council Member Kenny Anderson Jr. and seconded by Council Member Rex Rolfing to adopt said Resolution No. 3-16. Vote to adopt: Roll Call: Yeses, Christine M. RESOLUTION NO. 3-16 A RESOLUTION APPROVING THE 2016 AUDIT PLAN. WHEREAS, the Audit Committee shall develop and submit to the City Council for approval an annual audit plan pursuant to Ordinance No. 120-05; and WHEREAS, the Audit Committee has developed and approved such a plan for 2016; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the document attached to and part of this resolution entitled 2016 Audit Plan, City of Sioux Falls is hereby approved. That the Internal Audit Manager is authorized to carry out the audits and other projects as described in the 2016 Audit Plan. Date adopted: 1/12/16 . Mike T. A motion was made by Council Member Rex Rolfing and seconded by Council Member Rick Kiley to adopt said Resolution No. 4-16. Vote to adopt: Roll Call: Yeses, Christine M. RESOLUTION NO. 4-16 A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT BETWEEN THE CITY OF SIOUX FALLS AND STELLAR LIMOUSINE, LLC. WHEREAS, the City of Sioux Falls and Stellar Limousine, LLC desire to enter into a private transportation provider agreement for operation and lease of City-owned trolleys; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the document attached to and part of this resolution entitled, “Private Transportation Provider Agreement for Operation and Lease of Trolleys” is hereby approved.
