PUBLIC INPUT Scott Ehrisman spoke about: public input; time restrictions for public meetings; and thanked the outgoing Council Members for their years of public service. Robert Kolbe spoke about: forward thinking community leaders; and governmental insight. David Zokaites spoke about: solving problems by understanding their origins; and tips for successful public speaking. Pam Fargen spoke about: changing the name of the street where she lives; and the impact it will have on her life. Rhonda Dangel spoke about: changing the name of her street where she lives; and the impact it would have on her life. Tim Stanga spoke about: speaking on behalf of elderly citizens; a homeless individual that is living out of a car in his neighborhood; and thanked the four outgoing City Council for their years of public service. Bruce Danielson spoke about: continuing communication with the City Council; and thanked the outgoing City Council members for their years of public service. UNFINISHED BUSINESS 6. Special One-Day Malt Beverage License for Make-A-Wish Foundation of South Dakota, to be operated at the 8th & Railroad Shopping Center parking Lot, 401 East 8th Street, for a fundraiser on May 14, 2016, and to authorize publication April 29, 2016. RESOLUTION NO. 42-16 A RESOLUTION APPROVING THE RELEASE OF PART OF A PERMANENT EASEMENT LOCATED IN TRACT 1, GARDEN VILLAGE II ADDITION TO THE CITY OF SIOUX FALLS, LINCOLN COUNTY, SD. WHEREAS, the City of Sioux Falls, SD, no longer needs part of the permanent drainage easement area across the above-described real property, as shown on attached Exhibit A. Signed approvals from all public and private utilities are on file with the office of the City Engineer; and WHEREAS, the permanent drainage easement was established by plat and filed in Book W of Plats on page 91 in the office of the Register of Deeds for Lincoln County, SD, on August 13, 2003, and was reaffirmed by plat and filed in Book 10 of Plats on page 18 in the Register of Deeds for Lincoln County, SD, on February 11, 2016; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That it approves the release of part of the permanent drainage easement area, as shown on attached Exhibit A, and affecting the real property described as Tract 1, Garden Village II Addition to the City of Sioux Falls, Lincoln County, SD, and that the City Clerk shall cause to be recorded with the Register of Deeds, Lincoln County, SD, a duly certified transcript of this resolution.
