Homeless Shelter Agreement, Bishop Dudley Warming House, $120,000; Economic
Development, Annual Agreement for Services, Downtown Sioux Falls, $165,000;
Economic Development Annual Agreement for Services, USD Discovery District,
$150,000; and Economic Development, Annual Agreement for Services, Sioux Falls
Development Foundation, $175,000.
A motion was made by Council Member Michelle Erpenbach and seconded by Council
Member Christine M. Erickson to approve the Consent Agenda.

A motion was made by Council Member Christine M. Erickson and seconded by Council
Member Michelle Erpenbach to approve the following together: Affordable Housing,
Homeless Shelter Agreement, Bishop Dudley Warming House, $120,000; Economic
Development, Annual Agreement for Services, Downtown Sioux Falls, $165,000;
Economic Development Annual Agreement for Services, USD Discovery District,
$150,000; and Economic Development, Annual Agreement for Services, Sioux Falls
Development Foundation, $175,000.

4. Report of Requests for Quotes for Fuel dated: March 30, 2017; E-10 Unleaded
Ethanol/87 Octane; 8,500 Gallons; Howes Oil ($1.84450; Cole's Petroleum

5. Report of Requests for Quotes for Fuel dated: April 3, 2017; 50/50 Blend of Clear
Diesel; 9,006 Gallons; Harms Oil ($2.0769 #1 Clear Diesel/$2.0018 #2 Clear
Diesel); CHS, Inc., Howes Oil, and Midwest Oil, all no bid. Bid awarded to:
Harms Oil.
6. A communication was received from Jim and Ann Hutchinson requesting
permission to consume, but not sell, wine at the Old Courthouse Museum, 200 W.
Sixth St., on Friday, June 9, 2017, for a wedding and reception.
APPLICATIONS
The following abatements were recommended for approval by the Minnehaha County
Commission:
7. Masjid Attakwa, 701 S. Garfield Ave., for 2015 property taxes in the amount of
$1,598.81. The request for tax exempt status for 2014 (payable in 2015) was not
made until December 2016.
8. Brent Veeder, 9000 W. Dragonfly Dr., for 2016 property taxes in the amount of
$2,203.60. Owner did not apply for Owner Occupant status by deadline for 2016.
Items 9 through 11: The amount requested is the difference between the elderly freeze
and the non-elderly freeze.
9. Alfred Morgan, 1605 S. Point Dr., for 2016 property taxes in the amount of
$814.11.
10. Michelle Nelson, 105 N. Omaha Ave., for 2016 property taxes in the amount of
$607.80.
11. Delores Wray, 3209 S. Grange Ave., for 2016 property taxes in the amount of
$535.05.

PUBLIC INPUT
Scott Ehrisman spoke about the Annexation Task Force meeting, the Events Center and
the new Watertown Recreation Center.
Sierra Broussard spoke about a recent murder, the mentality of people living in
affordable housing apartment complexes, and a recent road rage shooting incident.
Mike Gunn spoke about annexation and the work that needs to be done in some annexed
areas.
Item 1 was heard at this time. See item for action taken.

Set a date of hearing and 2nd Reading for Tuesday, April 18, 2017, at 7 p.m. for Item

AUTHORIZING THE ISSUANCE, EXECUTION, AND DELIVERY OF
WASTEWATER SYSTEM REVENUE BONDS AND RELATED LOAN
DOCUMENTS, AND PLEDGING A PORTION OF THE WASTEWATER
SYSTEM REVENUE OF THE CITY TO THE PAYMENT OF SAID
WASTEWATER SYSTEM REVENUE BONDS.
A motion was made by Council Member Rick Kiley and seconded by Council Member
Michelle Erpenbach to set a date of hearing and 2nd Reading for Tuesday, April 18,
2017, at 7 p.m.

13. A RESOLUTION APPROVING THE 2017 AUDIT PLAN.
A motion was made by Council Member Rex Rolfing and seconded by Council Member
Greg Neitzert to adopt said Resolution No. 28-17.

RESOLUTION NO. 28-17
A RESOLUTION APPROVING THE 2017 AUDIT PLAN.
WHEREAS, the Audit Committee shall develop and submit to the City Council for approval an
annual audit plan pursuant to Ordinance No. 120-05; and
WHEREAS, the Audit Committee has developed and approved such a plan for 2017;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That the document attached to and part of this resolution entitled 2017 Audit Plan, City of Sioux
Falls, is hereby approved.
That the Internal Audit Manager is authorized to carry out the audits and other projects as
described in the 2017 Audit Plan.
