Approval of contracts/agreements on the June 9, 2017, memo. 2. Approval of change orders on the June 9, 2017, memo. 3. A communication was received from the Siouxland Heritage Museum requesting permission to consume, but not sell, beer and wine at the Old Courthouse Museum, 200 W. 6th Street on August 3, 2017, from 5 p.m. to 7 p.m. for an exhibit opening reception. 4. A communication was received from Joana Young requesting permission to consume, but not sell, liquor, wine, and or malt beverages, at the Multi-Cultural Center, 515 N. Main Avenue, on August 5, 2017, for a wedding reception. 5. A communication was received from the Siouxland Heritage Museum requesting permission to consume, but not sell, beer and wine at the Old Courthouse Museum, 200 W. 6th Street on November 9, 2017, from 5 p.m. to 7 p.m. for an exhibit opening reception. APPLICATIONS The following abatements were recommended for approval by the Director of Equalization and the State's Attorney's Office for Minnehaha County; and the City Attorney for Sioux Falls: 6. Beacon Apartments Limited Partnership, 2802 E. 20th Street, for 2016 taxes in the amount of $4,188.89. Abatement on property tax approved as exempt at 2017 County Boards. 7. Beacon Apartments Limited Partnership, 308 S. Bahnson, for 2016 property taxes in the amount of $9,089.73. Abatement on property approved as exempt at 2017 County Boards. REGULAR AGENDA ITEMS APPROVAL OF REGULAR AGENDA A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Rick Kiley to approve the Regular Agenda. Robert Kolbe spoke about the ambulance service in Sioux Falls. Tim Stanga spoke about notification for rental property issues. Bruce Danielson spoke about the ambulance service in Sioux Falls. Steven Siano spoke about having Asperger's Syndrome. Scott Ehrisman spoke about the First Amendment. HEARINGS AND RESOLUTIONS 8. A RESOLUTION ADVISING AND GIVING CONSENT TO THE APPOINTMENT OF MEMBERS TO THE SOUTH EASTERN COUNCIL OF GOVERNMENTS (SECOG) BOARD OF DIRECTORS AND URBANIZED DEVELOPMENT COMMISSION (UDC). A motion was made by Council Member Christine M. Erickson and seconded by Council Member Rex Rolfing to adopt said Resolution No. 53-17. Vote to adopt: Roll Call: Yeses, Pat Starr, Theresa Stehly, Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, 8. Noes, 0. Motion Passed. RESOLUTION NO. 53-17 A RESOLUTION ADVISING AND GIVING CONSENT TO THE APPOINTMENT OF MEMBERS TO THE SOUTH EASTERN COUNCIL OF GOVERNMENTS (SECOG) BOARD OF DIRECTORS AND URBANIZED DEVELOPMENT COMMISSION (UDC). BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That it gives its advice and consent to the following City Council appointments: Name Board Term Greg Neitzert SECOG Appointed for a term from July 2017 until June 2018. Pat Starr SECOG Appointed for a term from July 2017 until June 2018. Jim David SECOG Appointed for a term from July 2017 until June 2018, as an alternate. A RESOLUTION APPROVING THE RELEASE OF PART OF A WATER MAIN EASEMENT LOCATED IN LOTS 1 AND 2, CROWLEY-BUSSMUS ADDITION TO THE CITY OF SIOUX FALLS, MINNEHAHA COUNTY, SD. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Marshall Selberg to adopt said Resolution No. 54-17. RESOLUTION NO. 54-17 A RESOLUTION APPROVING THE RELEASE OF PART OF A WATER MAIN EASEMENT LOCATED IN LOTS 1 AND 2, CROWLEY-BUSSMUS ADDITION TO THE CITY OF SIOUX FALLS, MINNEHAHA COUNTY, SD. WHEREAS, the City of Sioux Falls, SD, no longer needs part of the permanent water main easement area across the above-described real property, as shown on Exhibit A. Signed approvals from all public and private utilities are on file with the office of the City Engineer; WHEREAS, the permanent water main easement was granted by easement document and filed in Book 217 of Misc. on pages 280–284 in the office of the Register of Deeds for Minnehaha County, SD, on March 17, 1994; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That it approves the release of part of the permanent water main easement area, as shown on attached Exhibit A, and affecting the real property described as located in Lots 1 and 2, Crowley- Bussmus Addition to the City of Sioux Falls, Minnehaha County, SD, formerly known as Block 24 of Emerson & Sherman’s Addition and Block 1 of Dunning & Wagner’s Addition, all in the City of Sioux Falls in Minnehaha County, and that the City Clerk shall cause to be recorded with the Register of Deeds, Minnehaha County, SD, a duly certified transcript of this resolution.
