Approval of contracts/agreements on the October 6, 2017, memo. 2. Approval of the notice of change orders on the October 6, 2017, memo. 3. A memorandum dated September 30, 2017, declaring surplus property. 4. Report of Requests for Quotes for Fuel dated: September 29, 2017; Unleaded; 8,500 gallons; Cole's Petroleum ($1.9360); Stern Oil ($1.9287); Harms Oil ($1.9055); Midway Service, Howes Oil, CHS, Inc., and Olson Oil, all no bid. Bid awarded to: Harms Oil. 5. A communication was received from the Butterfly House & Aquarium requesting permission to consume, but not sell, wine and malt beverages at the Butterfly House & Aquarium, 4320 S. Oxbow Ave., on Thursday, November 16, 2017, for a donor appreciation event. REGULAR AGENDA ITEMS APPROVAL OF REGULAR AGENDA A motion was made by Council Member Christine M. Erickson and seconded by Council Member Rick Kiley to approve the Regular Agenda. Vote to approve: Roll Call: Yeses, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly, Christine M. Erickson, Michelle Erpenbach, 8. Noes, 0. Motion Passed. PUBLIC INPUT Michael Christensen spoke about his concerns regarding pedestrian safety after the 10th Street and Minnesota Avenue intersection sign was changed from no right turn on red to no right turn on red when pedestrians are present. Steven Siano spoke about feeling misrepresented and that key points of his public input comments are missing from previous meeting minutes. Roy Skatvold, a member of the Hvirflavin Kindred of Asatru, invited the City Council  and public to attend the upcoming Living Library. He also provided a brief overview of Asatru and said they are a federally recognized non-profit group of people who live by the Old Norse ways. Boots, an ordained Asatru Vulva, explained her role in the Kindred. She also invited everyone to the Living Library: Basics of Belief, from 2 p.m. to 4 p.m., on Saturday, October 14th at the Queen City Bakery; and mentioned the different faith and belief systems that will be represented. Chris Parsley, president of the Falls Area Bicyclist and a certified bicycling instructor, spoke about being able to turn right on red at the intersections of 10th Street and Minnesota Avenue and 26th Street and Discovery Avenue; presented a summary of observations regarding no right turn on red when pedestrians are present signage; and made signage recommendations. Tim Stanga spoke about the Council needing to respect each other; and questioned accountability for the Events Center siding. Sierra Broussard spoke about rising crime in problematic neighborhoods; participating in multiple upcoming police ride-alongs; and encouraging people to contact police officer Kyle Johnson and Code Enforcement Manager Matt Tobias, if they see graffiti, broken windows and broken down cars. Scott Ehrisman spoke about corruption in government and precedence. INTRODUCTION AND ADOPTION OF ORDINANCES 6. 2nd Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE CODE OF ORDINANCES OF THE CITY BY REVISING CHAPTER 111: RESTRICTIONS ON ISSUANCE OF MALT BEVERAGE RETAILER LICENSES. A motion was made by Council Member Greg Neitzert and seconded by Council Member Christine M. Erickson to adopt Item 6. Vote to adopt: Roll Call: Yeses, Rick Kiley, Greg Neitzert, Marshall Selberg, Christine M. Erickson, 4. Noes, Rex Rolfing, Pat Starr, Theresa Stehly, Michelle Erpenbach, 4. Mayor Mike Huether broke the tie by voting no. Motion Failed. ADJOURNMENT A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Greg Neitzert to adjourn at 7:52 p.m. Mayor Mike Huether called for a voice vote.
