Report of Requests for Quotes for Fuel dated: March 29, 2018; 8,500 gallons of Unleaded; Cole’s Petroleum ($2.1128 per gallon); Stern Oil ($2.2009 per gallon); Midway Service, Harms Oil, Howes Oil, CHS, Inc., and Olson Oil, all no bid. Bid awarded to: Cole’s Petroleum. 4. REGULAR AGENDA ITEMS APPROVAL OF REGULAR AGENDA A motion was made by Council Member Christine M. Erickson and seconded by Council Member Rex Rolfing to approve the Regular Agenda. PUBLIC INPUT Amanda Feldkamp spoke about public input. Scott Ehrisman spoke about the rule of plurality regarding elections, public input, decorum of the Council at last week's meeting during an item, and open government. David Zokaites spoke about noise reduction. Catherine Riffle spoke about a new homeless emergency shelter, extending the time for public input, the Bishop Dudley House and Salvation Army, taking care of the homeless, and extended thanks to the Council for their work. Steven Siano spoke about his dissatisfaction with the Human Relations Office and recent action of City Council members, protecting children, and doing what's best for the public. Tom Anez spoke on behalf of Lyft drivers and expressed their concerns. Item 1 was discussed at this time. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Christine M. Erickson to reconsider the Consent Agenda, with the change that the following items be pulled for conversation: Water Reclamation, 23001, Sanitary Sewer Other Mains - 2018 Sanitary Sewer Repairs for Overlay Area, to award a bid, First Rate Excavate, Inc., $524,444; and Water, 22056, City Wide Water Main Replacement - Garfield Avenue from 15th Street to 18th Street, to award a bid, Asphalt Surfacing Company, $530,665. A motion to amend was made by Council Member Michelle Erpenbach and seconded by Council Member Christine M. Erickson to place back in Item 1, Water, 22054, City Wide Water Main Replacement - 32nd Street, Ford Circle, and Rough Rider Drive, to award a bid, Hander, Inc., $576,592. A substitute motion was made by Council Member Michelle Erpenbach and seconded by Council Member Christine M. Erickson to reconsider the entire Consent Agenda.
