PUBLIC INPUT John Cunningham spoke about the President's recent visit and the disadvantages of political party loyalty. Scott Ehrisman spoke about an alocohol license for Village on the River, funding public projects, user fees, internal audit, and paying for the aspects of the President's recent visit. Catherine Riffle spoke about the need for shelters during the winter months and her committment to advocating for the homeless. Tim Stanga spoke about decorum at the last City Council Meeting and time limits for Council debate. Sub-Item 17 to Item 1 was heard at this time. A motion was made by Council Member Starr and seconded by Council Member Neitzert to approve Sub-Item 17 to Item 1. A motion was made by Council Member Starr and seconded by Council Member Stehly to defer Item 34 to the City Council Meeting of Tuesday, December 18, 2018. Roll call vote to defer. 1 Yes: Starr; 7 No: Neitzert, Selberg, Soehl, Stehly, Brekke, Erickson, Kiley. Motion Failed. A motion was made by Council Member Neitzert and seconded by Council Member Kiley to approve Item 34. AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE CODE OF ORDINANCES OF THE CITY BY AMENDING CHAPTER 30: CITY COUNCIL, SUBCHAPTER: ORGANIZATION AND PROCEDURE, SECTION 30.015, ADDRESSING THE COUNCIL; TIME LIMIT. A motion was made by Council Member Brekke and seconded by Council Member Stehly to withdraw Item 35. Roll call vote to withdraw. 3 Yes: Starr, Stehly, Brekke; 5 No: Neitzert, Selberg, Soehl, Erickson, Kiley. Motion Failed. A motion was made by Council Member Brekke and seconded by Council Member Stehly to defer Item 35 to the meeting of Tuesday, January 2, 2018. A motion was made by Council Member Stehly and seconded by Council Member Starr to amend the motion to defer by striking "2" and inserting "8" for the date. Roll call vote to amend. 6 Yes: Neitzert, Selberg, Starr, Stehly, Brekke, Kiley; 2 No: Soehl, Erickson. Motion Passed. Roll call vote to defer. 3 Yes: Starr, Stehly, Brekke; 5 No: Neitzert, Selberg, Soehl, Erickson, Kiley. Motion Failed. A motion was made by Council Member Erickson and seconded by Council Member Kiley to adopt said Ordinance No. 115-18. A motion was made by Council Member Erickson and seconded by Council Member Kiley to amend by striking "30 minutes" and inserting "60 minutes" from paragraph b. A motion was made by Council Member Erickson and seconded by Council Member Kiley to amend the amendment by substituting in the exhibit labeled "ord0286a". Roll call vote to amend the amendment. 5 Yes: Neitzert, Selberg, Soehl, Erickson, Kiley; 3 No: Starr, Stehly, Brekke. Motion Passed. A motion was made by Council Member Stehly and seconded by Council Member Starr to amend by striking "60 minutes and inserting "45 minutes". Roll call vote to amend. 4 Yes: Neitzert, Starr, Stehly, Brekke; 4 No: Selberg, Soehl, Erickson, Kiley. Mayor TenHaken broke the tie by voting No. Motion Failed. Roll call vote to adopt. 5 Yes: Neitzert, Selberg, Soehl, Erickson, Kiley; 3 No: Starr, Stehly, Brekke. Motion Passed. 36. AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, REZONING PROPERTY LOCATED AT THE SOUTHEAST CORNER OF E. AUSTIN ST. AND N. SHERMAN AVE. FROM THE RT-1 SINGLE-FAMILY RESIDENTIAL— TRADITIONAL DISTRICT RT-2 TOWNHOME RESIDENTIAL—TRADITIONAL AND RA-1 APARTMENT RESIDENTIAL—LOW-DENSITY DISTRICTS TO THE S-1 GENERAL INSTITUTIONAL DISTRICT NO. 9430-2018, AND AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF SIOUX FALLS. Planning Commission recommends approval (5-0). A motion was made by Council Member Selberg and seconded by Council Member Kiley to adopt said Ordinance No. 110-18. FROM THE REC RECREATION DISTRICT TO THE C-2 COMMERCIAL—NEIGHBORHOOD AND STREETCAR DISTRICTS NO. 9477- 2018, AND AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF SIOUX FALLS. AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING CHAPTER 51 OF THE CODE OF ORDINANCES OF THE CITY PERTAINING TO ELECTRIC RATES. A motion was made by Council Member Kiley and seconded by Council Member Neitzert to adopt said Ordinance No. 112-18. RESOLUTION NO. 104-18 A RESOLUTION OF THE CITY OF SIOUX FALLS, SD, RESCHEDULING THE BUSINESS OF THE CITY FROM THE SCHEDULED CITY COUNCIL MEETING FOR TUESDAY, FEBRUARY 5, 2019, TO MONDAY, FEBRUARY 4, 2019. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the business to be conducted at the City Council meeting scheduled for 7 p.m. on Tuesday, February 5, 2019, will be rescheduled to 7 p.m. on Monday, February 4, 2019. This resolution is necessary as February 5, 2019, is the date of travel for City Council members and the start of events for the 2019 Municipal Government Day at the State Legislature in Pierre, SD. RESOLUTION NO. 105-18 A RESOLUTION AMENDING THE CITY OF SIOUX FALLS ENGINEERING DESIGN STANDARDS. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the City of Sioux Falls Engineering Design Standards adopted by Resolution 107- 99 are hereby amended by revising Chapter 8, Street Design and Pavement Thickness, Chapter 10, Water Mains, Chapter 11, Drainage Improvements, Chapter 12, Erosion and Sediment Control, Chapter 13 Plan Submittals, Chapter 15, Roadway Lighting, and Chapter 16, Accessible Sidewalk Requirements.
