Report of Requests for Quotes for Fuel dated: May 2, 2019; 8,500 Gallons of Unleaded Ethanol; Midway Service ($2.2751); Farstad Oil ($2.3000); Harms Oil ($2.2945); Stern Oil ($2.3117); Cole's Petroleum, Howes Oil, CHS, Inc., and Olson Oil, all no bid. Bid awarded to: Midway Service. 10. Report of Requests for Quotes for Fuel dated: May 3, 2019; 7,500 Gallons of #2 Dyed Diesel; Farstad Oil ($2.1883); Cole’s Petroleum ($2.1982); Harms Oil ($2.1964); Howes Oil ($2.1795); CHS, Inc., ($2.22199); Midway Service, Stern Oil, and Olson Oil, all no bid. Bid awarded to: Howes Oil. 11. Approval of a request from Molly Engquist to consume, but not sell, wine and beer at The Old Courthouse Museum, 200 W. Sixth St., on Tuesday, August 31, 2019, for the following purpose: the Brown-Engquist wedding. A motion was made by Council Member Neitzert and seconded by Council Member Erickson to amend by placing Item 26 after Item 23 and before Item 24. PUBLIC INPUT Dave Wegner spoke about needing signatures on two petitions to place items, regarding circulating initiated ballot measures, on the 2020 ballot. Scott Ehrishman spoke about the City Council's role in a parking ramp project and City Council leadership. Sierra Broussard spoke about the police and code enforcement, not having a presence, in the Whittier Neighborhood. Tim Stanga spoke about code enforcement and the police in the Whittier Neighborhood; the City Council; encouraging people to run for office; and the parking ramp project. Bob Kolbe spoke about how government officials are working towards the future, but they have to know about the past in order to do so. INTRODUCTION AND ADOPTION OF ORDINANCES ORDINANCE SECOND READINGS 22. 2nd Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AUTHORIZING THE MAYOR TO ENTER INTO A SUBLEASE AGREEMENT BETWEEN THE CITY OF SIOUX FALLS AND THE UNIVERSITY OF SOUTH DAKOTA. A motion was made by Council Member Erickson and seconded by Council Member Brekke to adopt said Ordinance No. 57-19. Roll call vote to adopt. 7 Yes: Neitzert, Selberg, Soehl, Starr, Brekke, Erickson, Kiley; 0 No: (None). Motion Passed. 23. 2nd Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, PROVIDING SUPPLEMENTAL APPROPRIATIONS. A motion was made by Council Member Brekke and seconded by Council Member Selberg to adopt said Ordinance No. 58-19.  Roll call vote to adopt. 7 Yes: Neitzert, Selberg, Soehl, Starr, Brekke, Erickson, Kiley; 0 No: (None). ORDINANCE FIRST READINGS 24. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING SECTION 51.010 (3) OF THE CODE OF ORDINANCES OF THE CITY PERTAINING TO WATER DEPARTMENT WATER SERVICE CONNECTION AND METER CHARGES. Recommendation: Set a date of 2nd Reading for Tuesday, May 21, 2019. A motion was made by Council Member Kiley and seconded by Council Member Soehl to set a date of 2nd Reading for Tuesday, May 21, 2019 for Item 24. Motion Passed. 25. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, DECLARING CERTAIN REAL PROPERTY OF THE CITY SURPLUS AND AUTHORIZING THE EXCHANGE OF CITY LAND WITH A PRIVATE LANDOWNER. Recommendation: Set a date of 2nd Reading for Tuesday, May 21, 2019. A motion was made by Council Member Brekke and seconded by Council Member Neitzert to set a date of 2nd Reading for Tuesday, May 21, 2019 for Item 25. A RESOLUTION AMENDING THE 2019-2023 CAPITAL PROGRAM. (Public Works- Highways and Streets, $1,875,000; Facilities Management, $1,500,000) A motion was made by Council Member Erickson and seconded by Council Member Kiley to adopt said Resolution No. 39-19. Roll call vote to adopt. 7 Yes: Neitzert, Selberg, Soehl, Starr, Brekke, Erickson, Kiley; 0 No: (None). Motion Passed. RESOLUTION NO. 39-19 A RESOLUTION AMENDING THE 2019-2023 CAPITAL PROGRAM. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD. That the 2019–2023 Capital Program shall be amended as follows: Public Works-Highways and Streets Amend Capital Improvements Program Project No. 11079, Asphalt Street Rehabilitation, by increasing the amount of funding for construction by $1,575,000 in 2019. The additional funding will require an increase in appropriations that will be funded from the Sales/Use Tax Fund available fund balance. Amend Capital Improvements Program Project No. 11002, School and Park Site Coordination, by increasing the amount of funding for design by $300,000 in 2019. The additional funding will require an increase in appropriations that will be funded from the Sales/Use Tax Fund available fund balance. Facilities Management Amend Capital Improvements Program Project No. 06002, City Administrative Office Building, by increasing the amount of funding by $1,500,000 for design and construction of the third floor office space in 2019. The additional funding will require an increase in appropriations that will be funded with $1,210,000 from the Sales/Use Tax Fund available fund balance and $290,000 from the General Government Construction Fund available fund balance. A motion was made by Council Member Neitzert and seconded by Council Member Erickson to adopt said Resolution No. 38-19. RESOLUTION NO. 38-19 A RESOLUTION AUTHORIZING THE CITY OF SIOUX FALLS TO GIFT SANDBAGS TO THE SANTEE SIOUX TRIBE. WHEREAS, the City of Sioux Falls has declared as surplus 1,000 filled sandbags; and WHEREAS, the Santee Sioux Tribe finds it desirable to acquire the sandbags; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the gifting by the City of Sioux Falls to the Santee Sioux Tribe of the following surplus property:  1,000 filled sandbags is hereby approved.
