PUBLIC INPUT Theresa Stehly presented flowers to Council Member Jensen and spoke about boulevard gardening. Bob Kolbe spoke about Kiwanis Park and Pioneer Monument. Dennis Haugen spoke about moving to Sioux Falls and issues with homelessness. Brett Cooper spoke about instituting a city-wide mask mandate. Sierra Broussard spoke about crime in the City, pheasant season, and licensure. David Zokaites spoke about public input decorum. Tim Stanga spoke about last week's meeting and the Council leadership election. Ryan Tysdale spoke about the importance of developers to growth in the City. UNFINISHED BUSINESS 27. A motion was made by Council Member Neitzert and seconded by Council Member Erickson to withdraw Item 27. ORDINANCE FIRST READINGS 43. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, REZONING PORTION OF PROPERTY LOCATED AT 4101 S. SIX MILE RD. FROM THE AG AGRICULTURE DISTRICT TO THE RS SINGLE-FAMILY RESIDENTIAL—SUBURBAN DISTRICT, NO. 12302-2020, AND AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF SIOUX FALLS. The Planning Commission recommends approval (6-0). Recommendation: Set a date of 2nd Reading for Tuesday, August 4, 2020. A motion was made by Council Member Erickson and seconded by Council Member Soehl to set a date of 2nd Reading for Tuesday, August 4, 2020 for Item 43. Recommendation: Set a date of 2nd Reading for Tuesday, August 4, 2020. A motion was made by Council Member Selberg and seconded by Council Member Soehl to set a date of 2nd Reading for Tuesday, August 4, 2020 for Item 44. RESOLUTION NO. 80-20 ANNEXATION 12355-2020—OLLERICH ADDITION A RESOLUTION INCLUDING CERTAIN CONTIGUOUS TERRITORY WITHIN THE CORPORATE LIMITS OF THE CITY OF SIOUX FALLS, SD. WHEREAS, there has been presented to the City Council of the City of Sioux Falls and filed with the City Clerk, a Petition in writing signed by the owners and otherwise in compliance with the provisions of SDCL Chapter 9-4, requesting that the territory hereinafter described be included within the municipality; WHEREAS, there has been an analysis completed regarding the territory hereinafter described and it has been found that: 1. The property has been properly described and is contiguous to the current city limits. 2. The proposed land uses and densities are generally consistent with the Shape Sioux Falls 2040 Comprehensive Plan. 3. There is access to the major street network along W. 41st St. and Ellis Rd. 4. Sanitary sewer is available for development connection. 5. City of Sioux Falls water is available for development connection. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the following described properties are and the same hereby are included within the corporate limits of the city of Sioux Falls, Minnehaha County, SD, and the boundary of the city is hereby extended to include such territory: The South Half of the Southeast Quarter (S1/2SE1/4) of Section 28, Township 101 North, Range 50 West of the 5th P.M., Minnehaha County, South Dakota, except Tracts 1, 2 and 3 of Ollerich’s Addition in the Southeast Quarter (SE1/4) contained therein and except Lot H-1 contained therein and except County Auditor’s Lot R-1 contained therein; AND Tract 1 of Ollerich’s Addition in the Southeast Quarter (SE1/4) of Section 28, Township 101 North, Range 50 West of the 5th P.M., Minnehaha County, South Dakota, according to the recorded plat thereof, except County Auditor's Lot H-1 contained therein and except Lot H-2 contained therein.
