VISITOR INFORMATION CENTER AND VIEWING TOWER AT FALLS PARK.

RESOLUTION NO. 140-21
A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT
BETWEEN THE CITY OF SIOUX FALLS AND THE GREATER SIOUX FALLS CHAMBER
OF COMMERCE FOR THE MANAGEMENT OF THE SIOUX FALLS VISITOR
INFORMATION CENTER AND VIEWING TOWER AT FALLS PARK.
WHEREAS, the City owns the Sioux Falls Visitor Information Center and Viewing Tower
(Visitor Center) located at Falls Park; and
WHEREAS, the Greater Sioux Falls Chamber of Commerce (the “Chamber”) is a South
Dakota nonprofit corporation; and
WHEREAS, the Sioux Falls Convention & Visitors Bureau (a.k.a. Experience Sioux Falls),
hereinafter “CVB”, is a division of the Chamber; and
WHEREAS, the Chamber and the City find that the CVB is best qualified to conduct the
overall management and operation of the Visitor Tower located at Falls Park; and
WHEREAS, the CVB desires to perform such services on the terms and conditions set forth
herein;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
Section 1. That the document attached hereto and made a part of this resolution entitled
“Agreement for Visitor Center Management Services” between the City of Sioux Falls, South
Dakota, and the Chamber is hereby approved.
Section 2. The Mayor is authorized to sign the management agreement after it is ratified and
executed by the Chamber.
Section 3. The City shall publish the resolution, without attachment, after its passage. The
attachment is on file and available for inspection in the office of the City Clerk.

RESOLUTION NO. 141-21
ANNEXATION 015492-2021—PRAIRIE MEADOWS ADDITION
A RESOLUTION INCLUDING CERTAIN CONTIGUOUS TERRITORY WITHIN THE
CORPORATE LIMITS OF THE CITY OF SIOUX FALLS, SOUTH DAKOTA.
WHEREAS, there has been presented to the City Council of the City of Sioux Falls and filed
with the City Clerk, a Petition in writing signed by the owners and otherwise in compliance
with the provisions of SDCL Chapter 9-4, requesting that the territory hereinafter described be
included within the municipality; and
WHEREAS, there has been an analysis completed regarding the territory hereinafter
described and it has been found that:
1. The property has been properly described and is contiguous to the current city limits.
2. The proposed land uses and densities are generally consistent with the Shape Sioux
Falls 2040 Comprehensive Plan.
3. There is access to the major street network along W. 41st St. and S. Ellis Rd.
4. There is sanitary sewer capacity within the infrastructure. Resolution 106-01 West
Side Sanitary Sewer cost recovery will be owed at the time of platting. The 2021 rate
is $2200.88/acre. All other platting fees will apply as well.
5. City water is currently available for the proposed annexation area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That the following described properties are and the same hereby are included within the
corporate limits of the city of Sioux Falls, Minnehaha County, SD, and the boundary of the city
is hereby extended to include such territory:
Lot 1 of Block 1, Except North 25 Feet of the East 15 Feet Now Known As Lot H-2, Klein’s

A RESOLUTION AUTHORIZING AN APPLICATION FOR FINANCIAL ASSISTANCE
AUTHORIZING THE EXECUTION AND SUBMITTAL OF THE APPLCIATION, AND
DESIGNATING AN AUTHORIZED REPRESENTATIVE TO CERTIFY AND SIGN PAYMENT
REQUESTS.
WHEREAS, the City of Sioux Falls, South Dakota (“City”), has determined it is necessary to
purchase a waste shredder to grind Construction and Demolition (“C&D”) debris and other
bulky wastes at the Sioux Falls Regional Sanitary Landfill (“Landfill”);
WHEREAS, said waste shredder will improve volume reduction of C&D debris and other
bulky waste items, save airspace, and extend the life of the Landfill;
WHEREAS, said waste shredder will also enable the City to sort and recover recyclable
materials from waste loads, such as clean, untreated wood and metals, thereby increasing
the efficiency and sustainability of the Landfill;
WHEREAS, the City has determined that financial assistance is necessary to undertake the
purchase and an application for financial assistance to the South Dakota Department of
Agriculture and Natural Resources (“DANR”) Water and Waste Funding Program (the
“Board”) will be prepared; and
WHEREAS, it is necessary to designate an authorized representative to execute and submit
the application on behalf of the City and to certify and sign payment requests in the event
financial assistance is awarded for the purchase.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
1. That the City hereby approves the submission of an application for financial
assistance in an amount not to exceed $904,575 for purchase of said waste shredder.
2. That the City is hereby authorized to execute the application and submit it to the Board
and to execute and deliver such other documents and perform all acts necessary to
effectuate the application for financial assistance.
3. That the Mayor and/or Director of Public Works or the Public Works Business
Operations Manager are hereby designated as authorized representatives of the City
to do all things on its behalf to certify and sign payment requests in the event of
financial assistance is awarded for the purchase.
