Brekke was excused from the meeting and the vote on this item pursuant to City Ordinance 30.017. Council Member Janet Brekke excused herself from the meeting on the grounds this and the next item create an appearance of impropriety under the City's Code of Ethics and creates a conflict of interest for her to participate so close to the election; she stated she will refrain from any other debate, private comments, or discussion on the matters. 39. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, PROVIDING SUPPLEMENTAL APPROPRIATIONS TO FUND THE FULL-TIME EMPLOYEE RETENTION INCENTIVE PAY AND COMPENSATION AND BENEFIT STUDY.
