PHASE I LAND USE REPORT. The Planning Commission recommends approval (7-

RESOLUTION NO. 16-23
A RESOLUTION APPROVING THE MINNESOTA AVENUE CORRIDOR PHASE I
LAND USE REPORT.
WHEREAS, the Shape Sioux Falls 2040 Comprehensive Plan—Chapter 3: Shape
Neighborhoods encourages the development of employment centers in existing
redeveloping areas served by transit, promoting higher densities, and developing
pedestrian and bicycle access; and
WHEREAS, the Shape Sioux Falls 2040 Comprehensive Plan—Chapter 6: Shape
Corridors is intended to develop attractive street corridors that enhance and reinforce
adjacent development and initiate corridor plans to further develop a corridor’s
development form and neighborhood context; and
WHEREAS, the Shape Sioux Falls 2040 Comprehensive Plan—Chapter 8: Shape
Foundations is intended to identify neighborhood conservation areas to conserve and
revitalize older neighborhoods; and
WHEREAS, Minnesota Avenue is currently being reconstructed to improve lighting,
update infrastructure, consolidate access, and enhance aesthetics; and
WHEREAS, the Minnesota Avenue Corridor Phase I Land Use Report recommends
specific strategies to enhance redevelopment along the corridor; and
WHEREAS, the Minnesota Avenue Corridor Phase I Land Use Report identifies an
Influence Area Map that identifies future redevelopment, transition, and maintenance
land use areas; and
WHEREAS, the Minnesota Avenue Corridor Phase I Land Use Report has included
significant opportunities for public input.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That the City of Sioux Falls adopts the Minnesota Avenue Corridor Phase I Land Use
Report to provide policies and guidance for future rezoning proposals, conditional use
requests, redevelopment grant funding, and other redevelopment proposals.

WHEREAS, there has been presented to the City Council of the City of Sioux Falls and
filed with the City Clerk, a Petition in writing signed by the owners and otherwise in
compliance with the provisions of SDCL Chapter 9-4, requesting that the territory
hereinafter described be included within the municipality; and
WHEREAS, there has been an analysis completed in regard to the territory hereinafter
described and it has been found that:
1. The property has been properly described and is contiguous to the current city
limits.
2. The proposed land uses and densities are generally consistent with the Shape
Sioux Falls 2040 Comprehensive Plan.
3. There is access to the major street network along LaMesa.
4. Sanitary sewer is available for this development.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That the following described properties are and the same hereby are included within
the corporate limits of the city of Sioux Falls, Minnehaha County, and the boundary of
the city is hereby extended to include such territory:

RESOLUTION NO. 15-23
A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AMENDMENT
THREE TO GOLF FACILITIES MANAGEMENT AGREEMENT BETWEEN THE CITY
OF SIOUX FALLS AND LANDSCAPES GOLF MANAGEMENT, LLC.
WHEREAS, Landscapes Golf Management Company, LLC and the City of Sioux Falls,
SD, are parties to a Golf Facilities Management Agreement dated January 19, 2018, as
amended, and filed as City Agreement No. 17-0102 (the “Agreement”); and
WHEREAS, the parties desire to enter into Amendment Three to update insurance
requirements under the Agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
Section 1. The document attached hereto and made a part of this resolution entitled
“Amendment Three to Golf Facilities Management Agreement between the City of
Sioux Falls and LMC” is hereby approved.
Section 2. The Mayor is authorized to sign the Amendment Three to Agreement after it
is ratified and executed by LMC.
Section 3. The City shall publish the resolution, without attachment, after its passage.
The attachment is on file and available for inspection in the office of the City Clerk.

For Regular Agenda items, comments are limited to three minutes, unless the item is being presented for
final adoption, in which case public input is limited to five minutes. For all Regular Agenda items, comments

Background & Objective: This supplement is in support of our ongoing strategy and
efforts associated with our Employer of Choice Plan that was launched last Spring.
Through a focus on wellbeing, retention, and recruitment efforts, our plan aims to keep
the City of Sioux Falls a great place to work. Continuing to deliver competitive wages is
just one way the City seeks to remain an Employer of Choice, both from a market
competitiveness and inflationary perspective.

The funds are intended to support a grant program to incentivize local social service

Background & Objective: This unimproved right-of-way is located adjacent to the
applicant's property and the applicant has landscaping within it. Vacating this right-o-
way will clear up the encroachment and the right-of-way is not needed for public use.
NEW BUSINESS
During consideration of new business, the Mayor or any two City Council members may bring before the
City Council any business that person feels should be deliberated upon by the City Council. These matters
can be added to the agenda by a vote of six City Council members and will be considered under new
business. Formal action on these matters shall be deferred until a subsequent City Council meeting, unless
consideration is necessary for the immediate preservation of the public peace, health or safety of the
municipal government. If the City Council chooses to take immediate action on the newly calendared
agenda item, an affirmative vote of six members of the Council is required for approval. (City Ordinance
