RESOLUTION NO. 88-23 A RESOLUTION APPROVING THE 2024 BUDGET FOR THE EXPERIENCE SIOUX FALLS BUSINESS IMPROVEMENT DISTRICT. WHEREAS, pursuant to Resolution No. 86-10, the City of Sioux Falls adopted a resolution of intent to establish the Sioux Falls Convention & Visitors Bureau (CVB) Business Improvement District; and WHEREAS, pursuant to Ordinance No. 72-22, the City of Sioux Falls amended Chapter 37: Taxation of the Code of Ordinances of Sioux Falls, SD, including the retitle of the Sioux Falls Convention & Visitors Bureau (CVB) Business Improvement District to Experience Sioux Falls Business Improvement District; and WHEREAS, in accordance with Chapter 9-55 of the South Dakota Codified Laws, the Experience Sioux Falls Business Improvement District has imposed an occupational tax of two dollars ($2.00) per night per rented room for all lodging rooms within the Experience Sioux Falls Business Improvement District to market and promote the visitor industry in the city of Sioux Falls and increase the room night sales of lodging facilities within the Experience Sioux Falls Business Improvement District; and WHEREAS, the Experience Sioux Falls Business Improvement District Board of Directors has developed an annual budget that is subject to City Council approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the budget dated January 1, 2024, through December 31, 2024, is hereby approved.  Date adopted: 09/05/23 . RESOLUTION NO. 89-23 A RESOLUTION IN SUPPORT OF GLAMMEIER ENTERPRISES LLC APPLICATION FOR THE HOUSING INFRASTRUCTURE FINANCING PROGRAM (HIFP) FUNDING. WHEREAS, the City of Sioux Falls (hereinafter referred to as the “City”) has received preliminary plans from Glammeier Enterprises LLC for the public infrastructure proposed in the application for HIFP funds and desires assistance from the South Dakota Housing Development Authority for the purpose of providing housing development in South Dakota by providing grants and loans for housing infrastructure; and WHEREAS, the above-referenced plans have been presented and have shown to satisfy the requirements of the City, and; WHEREAS, the City confirms that there is capacity for adequate water supply, water treatment facilities, and wastewater treatment facilities to support this public infrastructure, and; WHEREAS, the proposed public infrastructure will be added to the ownership and ongoing maintenance responsibility by the City; and WHEREAS, the City by way of this resolution hereby approves of this proposed housing infrastructure project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That we do hereby certify that the foregoing resolution is passed by the City of Sioux Falls, SD. David Zokaites spoke about minimizing public panhandling. Linda Wilson spoke about being in support of saving the animals at the Delbridge Museum. Steven Siano spoke about how to keep citizens away from contaminated animals. Jason Haack spoke about the animals at the Delbridge Museum and described the work that was done on the animals. Mike Zitterich spoke about the zoo animals and keeping people safe. Diana Gregory spoke about fund raising and putting the zoo animals under glass. Mina Keppen spoke about the animal collection and choosing wisely about the choices being made. Dr. Aaron Skonhoud (sp) spoke about the Hattie Phillips house and about losing history; he talked about the animal collection being historical and important.
