HEARINGS AND RESOLUTIONS
57. RESOLUTION TO ADOPT THE 2035 DOWNTOWN SIOUX FALLS PLAN.

RESOLUTION NO. 114-23
RESOLUTION TO ADOPT THE 2035 DOWNTOWN SIOUX FALLS PLAN.
WHEREAS, the Mayor and City Council of Sioux Falls, SD, appointed a Downtown
Plan Advisory Committee in February 2022; and
WHEREAS, the Sioux Falls Planning Division sponsored several months of community
visioning that included nine resident work groups consisting of 70 community members,
interviews with community stakeholders, several community workshops, interactive
booths at community events, and provided an online engagement survey. Whereby,
public input identified current strengths and weaknesses of downtown, and provided
suggestions for building a better downtown; and
WHEREAS, the 2035 Downtown Sioux Falls Plan has been developed to serve as a
guide for downtown Sioux Falls; and
WHEREAS, the 2035 Downtown Sioux Falls Plan contains a short vision statement, a
full narrative of the desired vision for the future of downtown, and six core values. Each
core value is then described in more detail and accompanied by several action steps;
and
WHEREAS, the Sioux Falls 2035 Downtown Plan is consistent with the adopted Shape
Sioux Falls 2035; and
WHEREAS, the Sioux Falls Planning Commission recommended adoption of the Sioux
Falls 2025 Downtown Plan on October 4, 2023;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: The
Sioux Falls 2035 Downtown Plan is hereby adopted for the City of Sioux Falls. The plan
shall supersede the 2025 Downtown Plan. The plan shall be on file in the offices of the
City Clerk and City Planning and is available for public inspection by any interested
person.

NEW BUSINESS
During consideration of new business, the Mayor or any two City Council members may bring before the
City Council any business that person feels should be deliberated upon by the City Council. These matters
can be added to the agenda by a vote of six City Council members and will be considered under new
business. Formal action on these matters shall be deferred until a subsequent City Council meeting, unless
consideration is necessary for the immediate preservation of the public peace, health or safety of the
municipal government. If the City Council chooses to take immediate action on the newly calendared
agenda item, an affirmative vote of six members of the Council is required for approval. (City Ordinance
