RESOLUTION NO. 76-24  A RESOLUTION SUPPORTING THE CANDIDACY OF DAVE PFEIFLE FOR A POSITION ON THE BOARD OF DIRECTORS OF THE SOUTH DAKOTA PUBLIC ASSURANCE ALLIANCE (SDPAA). WHEREAS, the City of Sioux Falls is a charter Member of the SDPAA, which is a risk- sharing pool composed of local public agencies throughout South Dakota; and WHEREAS, the City of Sioux Falls Director of Human Resources Bill O’Toole currently holds a position on the Board of Directors of the SDPAA, whose term is soon to expire; O’Toole does not wish to seek reelection; and WHEREAS, the City of Sioux Falls appointed Dave Pfeifle as City Attorney; Pfeifle is willing and able to serve on the Board of Directors of the SDPAA; and WHEREAS, it is in the best interest of the City of Sioux Falls to maintain representation on the Board of Directors of the SDPAA; and WHEREAS, the SDPAA board member eligibility rules require the candidacy of an appointed official to be supported by a resolution of the governing board. That the business to be conducted at the City Council meeting scheduled for 6 p.m. on Tuesday, August 5, 2025, will be rescheduled to 6 p.m., Wednesday, August 6, 2025, as it conflicts with National Night Out activities. Mike Zitterich spoke about the Second Penny Sales Tax. Chester Deyoung spoke about recent meetings that he attended, regarding Grant Street, which involved City officials and staff. Phyllis Arends spoke about Empire Mental Health Support and VIA bus services.
