APPROVAL OF THE REGULAR AGENDA INTRODUCTION AND ADOPTION OF ORDINANCES ORDINANCE SECOND READINGS 26. 2nd Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE CODE OF ORDINANCES OF THE CITY BY AMENDING CHAPTER 76:TRAFFIC REGULATIONS, CHAPTER 93: NUISANCES, AND CHAPTER 96: STREETS AND SIDEWALKS TO ALLOW RESTRICTED EXHIBITION DRIVING EVENTS. Sponsors: Council Members Spellerberg and Soehl Background & Objective: The proposed ordinance would allow temporary racing events once approved and permitted by the Sioux Falls Police Department. These events would not be allowed on any public right-of-way, including any street, highway, sidewalk, alley or easement. ORDINANCE FIRST READINGS 27. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING THE CODE OF ORDINANCES OF THE CITY BY REVISING CHAPTER 51:UTILITY RATES AND CHARGES BY ADDING SECTION 51.081.03 SYSTEM CAPACITY CHARGE FOR WASTEWATER CUSTOMERS, AND AMENDING SECTION 51.082 FUNDS ESTABLISHED. Recommendation: Set a date of 2nd Reading for Tuesday, April 1, 2025. Sponsor: Mayor Background & Objective: This ordinance will phase in a Wastewater System Capacity Charge (SCC) over a ten-year period and will eliminate all City sanitary sewer cost recoveries on January 1, 2029. HEARINGS AND RESOLUTIONS 28. A MOTION TO APPROVE THE MAYOR’S RE-APPOINTMENT OF RYAN JOHNSON, UTILITY ADMINISTRATOR, AS NOMINEE TO SERVE AS DIRECTOR, TO REPRESENT THE CITY OF SIOUX FALLS AT OFFICIAL MEETINGS OF DAKOTA MAINSTEM REGIONAL WATER SYSTEMS, INC. BOARD OF DIRECTORS AND  NICHOLAS BORNS, CIVIL ENGINEER, P.E., AS ALTERNATE DIRECTOR FOR THE CITY OF SIOUX FALLS. Sponsor: Mayor Background & Objective: The Mayor needs to appoint a director to represent the City of Sioux Falls to the Dakota Mainstem Regional Water Systems, Inc. Board of Directors as Dakota Mainstem Regional Water Systems, Inc. Gathers information and conceptual plans of public water system options for southeast South Dakota, southwest Minnesota, northwest Iowa, and north central Nebraska.
