Approval of contracts/agreements over $100K on the memorandum dated October 31, 2025. A motion was made by Council Member Soehl and seconded by Council Member Basye to approve Item 6, Sub-Item 13; 25-4225, Master Agreement & Small Government Enterprise Agreement with ESRI for GIS Solutions. Environmental Systems Research Institute, Inc, $642,997.50. Roll call vote to approve. 8 Yes: Sigette, Soehl, Spellerberg, Thomason, Barranco, Basye, Cole, Merkouris; 0 No: (None). Motion Passed. A motion was made by Council Member Soehl and seconded by Council Member Basye to approve Item 6, Sub-Item 25; 25-3361, 41st Street Improvements: Professional Services Agreement; 41st Street Improvements Phase 2 – 41st & Louise Avenue Intersection, HDR Engineering, Inc, $292,170. Approval of a request pursuant to SDCL 35-1-5.5 from Al Jones/Burger King to consume, but not sell, alcoholic beverages at the Old Courthouse Museum, 200 W. 6th St., on January 12, 2026. APPLICATIONS 8. Special One-Day Liquor Licenses for T Slat Inc., to be operated at Augustana University, 2001 S Summit Avenue, for games on November 6, 7, and 8, 2025. 9. Special One-Day Liquor License for T Slat Inc., to be operated at the Old Courthouse Museum, 200 West 6th Street, for a wedding on November 8, 2025. 10. Various Retail Liquor, Package Liquor, Package Delivery and Retail Wine License renewals for 2026 to be operated at locations in the City of Sioux Falls, SD, identified as Exhibit B. The City Council concurs with the Minnehaha County Commission's recommendation for approval of the following abatements: 11. Parcel #92115, for 2021 property taxes in the amount of $871.93. Reason: An error has been made in any identifying entry or description of the real property, in entering the valuation of the real property or in the extension of the tax, to the injury of the complainant. 12. Parcel #92115, for 2022 property taxes in the amount of $844.32. Reason: An error has been made in any identifying entry or description of the real property, in entering the valuation of the real property or in the extension of the tax, to the injury of the complainant. 13. Parcel #92115, for 2023 property taxes in the amount of $800.38. Motion Passed. 28. 1st Reading: AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AUTHORIZING THE ISSUANCE OF ITS WASTEWATER SYSTEM REVENUE BOND TO THE SOUTH DAKOTA CONSERVANCY DISTRICT, AUTHORIZING THE USE OF THE PROCEEDS THEREOF FOR CAPITAL IMPROVEMENTS, PLEDGING THE WASTEWATER SYSTEM REVENUE OF THE CITY TO THE PAYMENT OF SAID WASTEWATER SYSTEM REVENUE BOND, FIXING THE TERMS OF SUCH WASTEWATER SYSTEM REVENUE BOND, AUTHORIZING THE EXECUTION AND DELIVERY OF A LOAN AGREEMENT BETWEEN THE CITY AND THE SOUTH DAKOTA CONSERVANCY DISTRICT, AND AUTHORIZING THE EXECUTION AND DELIVERY OF SUCH WASTEWATER SYSTEM REVENUE BOND TO THE SOUTH DAKOTA CONSERVANCY DISTRICT NOT TO EXCEED $32,761,000. A RESOLUTION APPROVING THE SIOUX FALLS PARKS AND RECREATION 5- YEAR COMPREHENSIVE PLAN. Sponsor: Mayor A motion was made by Council Member Sigette and seconded by Council Member Spellerberg to adopt Resolution No. 89-25 A motion was made by Council Member Merkouris and seconded by Council Member Basye to amend Section 7.3.3 on page 147 by adding the following bullet point: "Facilitate strategic conversations with potential community partners to determine opportunities to meet the need for indoor recreation space through a public/private partnership model. The goal is to determine if broader access to recreation and fitness can be found through community partnerships."  Roll call vote to amend. 8 Yes: Sigette, Soehl, Spellerberg, Thomason, Barranco, Basye, Cole, Merkouris; 0 No: (None). A RESOLUTION APPROVING THE SCHEMATIC DESIGN AND PRELIMINARY ARCHITECTURAL PLANS FOR THE NEW RECREATIONAL FACILITY AT FRANK OLSON PARK. Sponsor: Mayor A motion was made by Council Member Spellerberg and seconded by Council Member Sigette to adopt Resolution No. 90-25. A RESOLUTION ADVISING AND GIVING CONSENT TO THE APPOINTMENT OF MEMBERS TO CERTAIN CITIZEN BOARDS. A RESOLUTION DISCONTINUING THE USE OF CERTAIN PROPERTY OF THE CITY AS ANY PARKING LOT OR AREA OR OFF-STREET PARKING FACILITY.
