MINUTES Districting Commission Meeting Wednesday, September 22, 2021 at 5:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Commission Members Present: Tom Hurlbert, Barbara Johnson, Joseph Kippley, Mark Millage, Bob Thimjon (Via telecom) Commission Members Absent: None Commission Chair Mark Millage called the meeting to order at 5:30 p.m. 2. Approval of Minutes A. Thursday, August 26, 2021 A motion was made by Commissioner Kippley and seconded by Commissioner Johnson to approve the minutes. Roll call vote to approve. 5 Yes: Hurlbert, Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. 3. Unfinished Business A. Option C7 Commission Chair Mark Millage explained that Schmitt would review all options, after which the Commission would take steps to remove certain ones from consideration and/or select one, if possible. Jeff Schmitt, Planning Projects Coordinator, presented Option C7 and noted that it did not meet the criteria set forth in the City Charter. After a review of all options, Commission Chair Millage asked if there was any objection to removing this option from consideration. There were no objections. B. Option C8 Schmitt presented Option C8 and noted that it did not meet the criteria set forth in the City Charter. After a review of all options, Commission Chair Millage asked if there was any objection to removing this option from consideration. There were no objections. C. Option C9 Option C9 meets the criteria set forth in the City Charter and proposes to move precinct 1-3 to Northwest; 1-4, 3-6, and 4-1 to Central; 2-10 and 2-15 to Southwest; and 5-6 to Northeast. D. Option G Option G meets the criteria set forth in the City Charter and moves: 2-3 and 2-6 to the Northeast; 3-6, 4-1,and 4-14 to Central; and, 4-5 to Northwest. 4. New Business A. Option C11 Schmitt presented Option C11 and noted that it did not meet the criteria set forth in the City Charter. After a review of all options, Commission Chair Millage asked if there was any objection to removing this option from consideration. There were no objections. B. Option C11A Option 11a moves 1-3 to the Northwest; 2-7 to the Northeast; 3-6, 4-1, and 4-14 to Central; and, 5-11 and 5-13 to Southeast. After all options were reviewed and Options C7, C8, and C11 removed from consideration, the Commission briefly discussed the options available and all spoke in favor of Option 11a, at which time the motion below was made. A motion was made by Commissioner Hurlbert and seconded by Commissioner Thimjon to recommend Option 11a. Roll call vote to recommend. 5 Yes: Hurlbert, Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. C. Option C12 Option C12 moves 1-3 to the Northwest; 2-3 and 2-6 to the Northeast; 2-10 to the Southwest; 3-6, 4-1, and 4-14 to Central; and 5-11, 5-12, and 5-13 to Southeast. D. Option H Option H moves 2-1 and 2-2 to Southeast; 3-6 to Central; 4-5 to Northwest; and, 5- 21 to Southwest. E. Option I Option I moves 2-3, 2-6, and 2-7 to Northeast; 3-6, 4-1, 4-2, 4-3, and 4-14 to Central; 4-4 and 5-20 to Northwest; 5-11, 5-12, and 5-13 to Southeast; and 5-19 to Southwest. F. Additional Options Schmitt prepared two additional options prior to the meeting. Option C11b did not meet the criteria set forth in the City Charter. Option J moves 2-7 to Northeast; and, 4-1 and 4-14 to Central. 5. Next Meeting A. Discuss Future Meeting Date(s) Tom Greco, City Clerk, explained that October 27th or October 28th at 5:30 p.m. would be ideal for a public hearing. The Commission Members indicated that October 28th at 5:30 p.m. works best. Greco indicated that the plan, Option 11a, would be made available on the City's website for comment at least 30 days prior to the public hearing as well. 6. Public Comment Mike Zitterich presented a proposal he recently provided to the Charter Revision Commission which provides for seven council district council members and districts and two at-large council members. 7.
