Districting Commission Meetings

MINUTES Districting Commission Public Hearing Thursday, October 28, 2021 at 4:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Commission Members Present: Barbara Johnson, Joseph Kippley, Mark Millage, Bob Thimjon Commission Members Absent: Tom Hurlbert Commission Chair Mark Millage called the meeting to order at 4 p.m. and noted a quorum was present. 2. Approval of Minutes A. Wednesday, September 22, 2021 A motion was made by Commissioner Kippley and seconded by Commissioner Thimjon to approve the minutes. Voice vote to approve. 4 Yes: Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. 3. New Business A. Review of Non-Selected Options Considered by the Commission Jeff Schmitt, Planning Projects Coordinator, reviewed all of the options that were not selected by the Commission. B. Public Hearing on the Recommended Plan - Option 11a Millage opened the public hearing by asking Schmitt to review Option C11a. Schmitt reviewd the option and Millage indicated that he would be offering an amendment to C11a which would keep precinct 5-13 in the Central District. Millage asked for public comments; there were none. 4. Plan Submission A. Draft Report of the Sioux Falls Districting Commission  A motion was made by Commissioner Thimjon and seconded by Commissioner Johnson to approve Option C11a. A motion was made by Commissioner Millage and seconded by Commissioner Kippley to amend by keeping precinct 5-13 in the Central District and renaming the map C11a1. Roll call vote to amend. 4 Yes: Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. Roll call vote to approve, as amended. 4 Yes: Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. City Clerk Tom Greco reviewed the draft report, which includes a summary, background, alternative considered, evaluation of alternatives, and adoption of the plan. Option C11a1 (as approved above), moves precinct 1-3 to the Northwest District; precinct 2-7 to the Northeast District; precincts 3-6, 4-1, and 4-14 to the Central District; and precinct 5-11 to the Southwest District. A motion was made by Commissioner Johnson and seconded by Commissioner Kippley to submit the report to the City Council on November 9, 2021. Voice vote to submit. 4 Yes: Johnson, Kippley, Millage, Thimjon; 0 No: (None). Motion Passed. 5. Public Comment There was none. 6.
