MINUTES Monday, December 5, 2011 Fiscal Committee 5:35 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Dean Karsky, Council Member Vernon Brown, Council Member Greg Jamison Members Absent: None Staff Present: Sue Roust, Interim City Clerk, Jamie L. Palmer, CMC, Assistant City Clerk Guests: Rex Rolfing, Dave Pfeifle, Tracy Turbak, Dick Kelly, Jim Entenman, Jeff Schmitt, Rich Oksol, Jonathan Ellis, Steven Munk, Jo Beal 1. Call To Order Brown called the meeting to order at 5:35 p.m. 2. Approval of Minutes A. Monday, November 7, 2011 A motion was made by Council Member Dean Karsky and seconded by Council Member Sue Aguilar to approve minutes dated Monday, November 7, 2011. Brown called for a voice vote on that motion and all members voted yes. Motion Passed. 3. Reports and Updates A. Discussion regarding city sales tax collection at W. H. Lyon Fairgrounds Jeff Schmitt, Planning, gave a brief status report on this item. He said that work continues on this process to compile a memorandum of understanding. Schmitt said he would report back to this Committee when he has a status update. Brown said that the item will be tabled until such time that more information is available. B. Discussion regarding fraud policy City Attorney Dave Pfeifle said that he has met with Rich Oksol, Lead Internal Auditor, and Bill O'Toole, Director of Human Resources, to develop a fraud control policy, and they feel that any fraud issues involving elected officials should be directed directly to the Ethics Board. However, that process would require an ordinance change which has been assigned to the Public Services Committee for their review. He asked that the Fiscal Committee table this item until they can work through the ordinance change. Brown said that this item will be tabled until the item has been addressed by the Public Services Committee and Pfeifle has an update on this item. 4. Open Discussion Jamison asked the committee to consider the idea of asking Finance to compile a graph showing budgeted and actual sales tax growth. Discussion followed. Turbak said that the information would be easy to compile and include in the monthly financial presentations. Brown asked Turbak and Jamison to work together to add this information to his monthly presentations for 2012. 5. Adjournment A motion was made by Council Member Sue Aguilar and seconded by Council Member Greg Jamison to adjourn at 5:49 p.m. Brown called for a voice vote on that motion and all members voted yes.
