MINUTES Tuesday, December 6, 2016 Fiscal Committee 6 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Rex Rolfing, Michelle Erpenbach, Pat Starr Members Absent: None Staff Present: Dave Bixler, Budget Analyst 1. Call To Order Committee Chair Michelle Erpenbach called the meeting to order at 6 p.m. 2. Approval of Minutes A. Meeting of Tuesday, November 1, 2016 A motion was made by Christine M. Erickson and seconded by Rex Rolfing to approve the minutes of the meeting held on Tuesday, November 1, 2016. Committee Chair Erpenbach called for a voice vote. All members voted yes. Motion Passed. 3. Reports and Updates A. Authorization and Notice of City Contracts and Agreements by Dave Bixler, Budget Analyst and Scott Rust, Purchasing Manager An August 2011, ordinance adopted by the City Council changed dollar thresholds regarding bids to mirror those adopted by the State. Contracts, agreements, and amendments in excess of State bid limits per vendor for each calendar year are approved by the City Council with the three exceptions per the 2011 ordinance. Recently-enacted State legislation, however, impacts the City's bidding process and will require changes to the current ordinance. Senate Bill 118 increased the State bid limit on only equipment from $25,000 to $50,000 and House Bill 1102 increased the time from when a bid is opened to when it is awarded from 30 days to 45 days. A proposed ordinance to reflect these changes will be presented to the Council in the future.  Discussion included: clarification of terms used, the process for the City's codification of exemptions, current reporting of contracts under this ordinance to the Council, and a timeline for bringing the proposed ordinance to the Council. 4. Open Discussion It was reported that members and staff of the Fiscal Committee met with representatives from Prairie View Prevention Services to discuss the organization's reporting procedures and the next steps to address potential future funding and contracts with the organization. 5.
