MINUTES Tuesday, January 2, 2018 Fiscal Committee 5 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson (arr. 5:03 p.m.), Rex Rolfing, Michelle Erpenbach, Pat Starr Members Absent: None 1. Call To Order 2. Approval of Minutes A. Meeting of Tuesday, July 5, 2017 A motion was made by Pat Starr and seconded by Rex Rolfing to approve the minutes. Committee Chair Michelle Erpenbach called for a voice vote. All members present voted yes. Motion Passed. 3. Review of 3rd party and non-profit contracts funded through the Sioux Falls City Budget Committee Chair Michelle Erpenbach explained the purpose of the meeting and reviewed tasks accomplished to date. City Council Budget Analyst Dave Bixler provided a review of 3rd Party/Non-Profit Contracts. He explained the types of contracts and provided a comparison between aggregate 2017 and 2018 budgeted amounts. After analysis of existing contracts, the committee agreed to distinguish between organizations that do not require review by the committee and those that do. As a portion of the 2018 budget for 3rd Party/Non-Profit Contracts, those requiring review comprise 35%. Committee Member Rex Rolfing asked whether all surveys were received back from the organizations; Bixler noted that three of those to be reviewed have not been returned. Erpenbach expressed how important it is that organizations show what services are being provided to the City of Sioux Falls for the investments made by the City. Erickson asked if agreements existed for the organizations that will be reviewed. Bixler stated there are no current (2018) agreements in place for any of the organizations  identified in the budget. Erickson also noted there is interest from at least one member of the Sioux Falls School Board regarding two of the Parks and Recreation programs and asked for thoughts on an appropriate path forward to involve the school district in these conversations. It was agreed that she and Bixler will conduct a preliminary meeting and invite the district to a forthcoming meeting to discuss the programs. The committee agreed it will invite the eight organizations to a Committee Meeting next month to further analyze their funding and services provided. It was also discussed how the full council will be apprised of progress in the committee. Erpenbach asked Councilors Stehly and Neitzert, both present in the audience, for their opinions. Neitzert noted it would be useful to have a discussion at an Informational Meeting in the near future about the process used to arrive at the determination of which organizations would be reviewed. Stehly stated that any future meetings should be held in the chambers. 4. Open Discussion There was none. 5.
