Informational Meeting

MINUTES Tuesday, January 19, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Kenny Anderson Jr., Vernon Brown, J. Pat Costello, Greg Jamison, De Knudson, Bob Litz, Kermit Staggers, and Mayor Dave Munson. Members Absent: Gerald Beninga. Staff Present: Debra A. Owen, City Clerk, and Jamie L. Palmer, Assistant City Clerk. 1. Call To Order Council Chair Costello called the meeting to order at 4:00 p.m. 2. City Council Staff Report Mayor Munson arrived at the meeting at this time. Councilor Staggers arrived at the meeting at this time. A. Updates by Debra A. Owen, City Clerk Owen gave some election updates and stated that the Sioux Falls School District voted to join the City Election to be held on April 13, 2010. She updated Council regarding an ordinance to split 3 precincts and stated that these changes are at the request of Minnehaha County Auditor Sue Roust. A copy of the proposed changes was provided to the members. Owen gave an update regarding Charter Revision proposals that are being brought forward by Council Members. 3. Mayor Munson No report. 4. Audit Committee There will be a meeting at 4:30 p.m. on Thursday, January 21, 2010 in the Carngie Multi-purpose Room. 5. Fiscal Committee No report. 6. Land Use Committee No report. 7. Public Services Committee No report. 8. City Council Open Discussion  Knudson stated that the exhibit opening for "Man’s Best Friend" is Saturday from 1-3 p.m. at the Old Court House Museum. The next two Whitter Neighborhood meetings are scheduled for Tuesday, January 26, 2010 at 6:30 p.m. and Saturday, January 30, 2010 at 9 a.m. A Legislative coffee is scheduled for Saturday, January 20, 2010 at 10 a.m. at the Holiday Inn City Center. Litz spoke regarding his proposed Charter Revision changes. Knudson stated that the next Mayoral Forum will be on Thursday, February 4, 2010 from 2-4 p.m. at Trailridge Retirement Community. 9. Presentations A. 2009 National Citizen Survey Results by Eugene Rowenhorst, Director of Finance 10. Executive Session A. Personnel Matter Motion made to free form to enter into Executive Session at 4:34 p.m. to discuss a personnel matter. made by De Knudson and seconded by Greg Jamison Council Chair Costello called for a voice vote on that motion and all members voted yes. Motion Passed. Personnel matter was discussed at this time. Councilor Anderson Jr. and Councilor Knudson left the meeting at this time. Motion made to free form to exit out of Executive Session at 5:14 p.m. made by Greg Jamison and seconded by Kermit Staggers Council Chair Costello called for a voice vote on that motion and all members voted yes.
