MINUTES Monday, March 14, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Rex Rolfing Members Absent: Kenny Anderson Jr., Mike T. Huether Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations; Jamie Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Jamison called the meeting to order at 4:00 p.m. Jamison said that there will be an item added to the agenda immediately following the Council Staff Report. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen gave updates for this evening's City Council agenda. She said that all Council Committee meetings will be web-streamed effective today but not aired on Channel 16 at this time. She gave an update on the applications received for the Northwest District council seat and said that the deadline to apply is Wednesday, March 16, 2011, at noon. 3. Update on Potential Flooding Issues for Sioux Falls Mark Cotter, Public Works Director, spoke about the preparations for the potential flooding in Sioux Falls. Several precautionary measures have already been taken and he said that they are working closely with the Corps of Engineers. Cotter said that a press release will be sent tomorrow regarding the bike trail closure from Skunk Creek to the spill way. Regan Smith, City Emergency Manager, reported that Mayor Huether directed him to form a Flood Management Team and that team has been meeting in the Emergency Management Center daily. He said there are representatives from various city departments, Minnehaha County, the State of South Dakota and the Corps of Engineers. There are daily briefings at 9:00 a.m. and all activities and current weather conditions are reviewed. Citizens are urged to contact the Help!Line 211 call center with questions. Also, a website has been added for public communication on www.siouxfalls.org/flood. Governor Daugaard will be in Sioux Falls on Wednesday, March 16, 2011, for an open house meeting at 7:00 a.m. at the Sioux Falls Convention Center. The public is invited to attend. John Bartel, Corps of Engineers, spoke briefly and said that they are here to assist the City of Sioux Falls with the flood control project. Discussion followed. 4. City Council Open Discussion Brown and Erpenbach gave a brief overview of their recent Listen & Learning Session last Saturday. Jamison spoke about the Northwest District vacancy and urged interested citizens to apply for the seat. Jamison reported that the house on Walts Avenue that was recently destroyed by fire will be torn down on Friday, March 18, 2011, starting at 7:00 a.m. 5. Presentations A. 2011 Sculpture Walk Program by Jim Clark, Sculpture Walk Director and Russ Sorenson, Urban Planner Council Member Anderson Jr. arrived to the meeting at this time. B. December 31, 2010 Monthly Financial Report by Tracy Turbak, Director of Finance and Tom Huber, Assistant Director of Finance 6.
