MINUTES Monday, March 28, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Rex Rolfing Members Absent: James Entenman Mike T. Huether Staff Present: 1. Call To Order Council Chair Greg Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen said the Forum for the Northwest District Candidates will begin tomorrow at 6:30 p.m. at the Carnegie Town Hall. She said it would be broadcast live and web streamed. Owen said they have been receiving questions from the general public. The League of Women Voters is moderating the event. Owen said a City Council working session was held last Tuesday. One of the items discussed was having a forum for the public and City Council to ask questions about the Events Center. She said a Forum will be held on Tuesday, April 5th, at the Orpheum, with Madeline Shields as the moderator. There will be an Open House starting at 5:30 p.m. at Orpheum Link. Owen said a panel discussion will begin at 7:00 p.m. in the Anne Zabel theater. Consultants for the Events Center will be present. 3. Audit Committee A. Report from meeting held on Tuesday, March 22, 2011 Rich Oksol, Lead Internal Auditor, he said he has a request in for the second and fourth Mondays in April to give follow up reports on Audit recommendations; the Railroad Relocation Fund and the Great Plains Zoo and Delbridge Museum. 4. City Council Open Discussion Erpenbach asked if all consultants have been confirmed for the Events Center Open House and Forum. Jamison said the group doing the economic impact (AECOM Technical Services, Inc.)haven't been confirmed. He said they haven't finished their report. Jamison said that they would be able to get them here if we wanted them. Erpenbach said she would like for the group to be present. Jamison said they would be notified. Jamison said they are going to be working on a press release on the Events Center Open House and Forum. He said this is a great chance for the Council to have the public participate in the discussion with them. Jamison said it will be a whole different setting from the Informational Meeting presentations. Discussion followed. Jamison said one of their most important task is the appointment of a new (Northwest District) Councilor. Rolfing asked about the format of the candidate forum. Discussion followed. 5. Presentations A. Update on Lewis & Clark Rural Water System by Troy Larson, Executive Director of Lewis & Clark B. Update on the African American History Museum by Carl Teer, Chair of the South Dakota African American History Museum Group 6. Adjournment Council Chair Jamison adjourned the meeting at 4:56 p.m. Assistant City Clerk
