MINUTES Tuesday, September 6, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, and Rex Rolfing. Members Absent: Mayor Mike T. Huether Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations and Tamara Jorgensen, CMC, Assistant City clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen stated that an update on the recodification process will be given at the Public Services Committee Meeting on Monday, September 12, 2011. Owen gave an update on the Special Election for Tuesday, November 8, 2011, stating that the City Clerks Office has secured 58 polling places. The polling places to be used are the same ones that were used in the last municipal election, per state law. The Districting Commission has mailed more than 4,000 cards to citizens in the voting precincts that may be affected by boundary changes. Public Hearings will be held at the Carnegie Town Hall, 235 W. 10th Street, on Thursday, September 15, 2011, from 6:30 p.m. to 10:30 p.m. and on Saturday, September 17, 2011, from 10:00 a.m. to 11:30 a.m. to review proposed changes. Owen asked the Council to let Council Leadership know who would like to attend the National League of Cities convention in November, 2011. Owen reviewed proposed language changes to the contract ordinance on tonight's City Council Agenda. Discussion followed. 3. City Council Open Discussion Rolfing reminded the Council that this September 11, 2011, is the 10th anniversary of the attacks on the World Trade Center and the Pentagon. He stated that there will be events around the city this weekend to honor the families and the victims of 9/11. Erpenbach gave an update on a neighborhood public meeting held at Edison Middle School regarding storm water flows that occurred at the end of July. Aguilar stated that Minnehaha County has proposed a change in ordinance that council needs to consider sales tax revenue or lack of it at the fairgrounds. Aguilar commented that this would be reviewed by a Council committee and asked for input on which one this should go to for review. After discussion, this item was assigned to the Fiscal Committee. Aguilar stated that the Council have been invited to a few meetings on September 26th and wanted to know if the Council wanted to cancel their afternoon meetings. After a show of hands, it was decided that all meetings will remain scheduled for September 26th. 4. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance B. Internal Audit Reports 11-07 CAFR Review and 11-02 Street Operational Audit by Rich Oksol, Lead Internal Auditor 5. Executive Session A. Personnel Matter pursuant to SDCL 1-25-2(1) A motion was made by Rex Rolfing and seconded by Jim Entenman to enter into Executive Session at 4:50 p.m. to discuss a personnel matter pursuant to SDCL 1- 25-2(1). Council Chair Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. The room was cleared and the discussion began at 4:55 p.m. A motion was made by Jim Entenman and seconded by Dean Karsky to exit Executive Session at 5:35 p.m. Council Chair Aguilar called for a voice vote on that motion and all members voted yes.
