MINUTES Monday, September 12, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing , Mike T. Huether Members Absent: None Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen reported that in the interest of providing better public access to public documents, the City Clerk's Office and the IT Department will begin a document imaging program. The Clerk’s Office will begin training for this project in October. Owen reported that ballots will be printed soon and that absentee voting will begin on September 27, 2011, at 8:00 a.m. at the Minnehaha County Auditor's office. Owen said the Districting Commission will hold their public hearings at Carnegie Town Hall this week on Thursday, September 15, 2011, from 6:30 p.m. to 8:00 p.m. and Saturday, September 17, 2011, from 10:00 a.m. to 11:30 a.m. 3. Fiscal Committee A. Report on meeting held Tuesday, September 6, 2011 Brown reported that the committee met last week to discuss a Sewer/Water Rate Increase Freeze, Sewer/Water Rate Increase Cycle of 3 or 5 years, Fraud Hotline Protocol Policy and Land Management and Financial Management Software Project. Brown said that all items were for discussion purposes only and no action was taken. 4. City Council Open Discussion Anderson Jr. said that the Public Services Committee will meet immediately following this meeting to discuss the recodification project, Wildlife Management Plan, and proposed revisions to Chapter 18. 5.
