MINUTES Tuesday, January 17, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Mike T. Huether Staff Present: Sue Roust, Interim City Clerk; and Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order City Council Chair Sue Aguilar called the meeting to order at 4:00 p.m. Aguilar asked for a moment of silence in memory of former Gov. Bill Janklow. Brown spoke briefly about Janklow. 2. Staff Report Roust said 2012 Election information is posted on the City's website is also available in the City Clerk's Office. Regarding tonight's agenda, the Planning Department has requested that Items 16 and 18 be deferred. They are still working with property owners. Roust said there are three items that will need a vote of six to be added to the agenda. Item 21 is revisions to the Campaign Finance ordinance. Items 22 and 23, would implement the new organizational structure for City Council staff and authorize the hiring of new staff. Roust reminded the Council that tomorrow morning is the Breakfast Club meeting. The topic is Project Safe Home and will include a tour of the facility. This Friday, in Pierre, there will be a hearing on Senate Bill 58, regarding voting centers and the use of electronic poll books. Roust will be going to Pierre to testify on the topic. Discussion on the Council members’ names being listed as sponsors for some agenda items, instead of the sponsorship being listed as City Council. The Council reached a consensus that in the future, agenda items will not list individual Council members’ names. A. Sue Roust, Interim City Clerk 3. Public Services Committee Councilor Anderson Jr. said they will be having a Public Services Committee meeting today. The committee will continue to review the Fraud Control Policy, Ethics Ordinance Amendments, and Recodification. He said at their last meeting, they moved the Campaign Finance ordinance forward to the City Council. A. Report on meeting held Monday, January 9, 2012. 4. City Council Open Discussion Rolfing said there will be an Urban Agriculture meeting on Friday at 2:30 p.m. at the Main Library. He said they will be taking public testimony. Entenman announced that his second son and his wife had a baby boy last night. The baby's name is Jack Oliver Entenman. Jamison said he had a 1 1/2 hour meeting with Dennis Aanenson, who serves on the Charter Revision Commission. Jamison said it was a good discussion, primarily regarding hiring and firing authority for Council staff. Several attempts were made to discuss the contract approval process. Jamison said he would need help if they want to make further progress. He is leaving it to Aanenson to discuss why the last Charter Revision Commission meeting went the way it did. Jamison suggested that Council members contact Charter Revision Commission members to help them understand the Council's role in government. Jamison discussed the public input process. Discussion followed. 5. Presentations A. Internal Audit Reports: 11-09 Fuel Internal Control and 11-11 School-Based Health Clinic by Rich Oksol, Lead Internal Auditor 6. Potential Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) and to consult with legal counsel pursuant to SDCL 1-25-2(3) A motion was made by Greg Jamison and seconded by Jim Entenman to enter Executive Session at 4:38 p.m. The room was cleared and the Executive Session began at 4:40 p.m. Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. Aguilar adjourned the Executive Session at 4:59 p.m. 7. Adjournment Aguilar adjourned the meeting at 4:59 p.m. Denise D. Tucker, CMC Assistant City Clerk
