MINUTES Monday, January 30, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Mike T. Huether Staff Present: Sue Roust, Interim City Clerk; and Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order City Council Chair Sue Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Roust announced that the Land Use Committee meeting, scheduled for today, has been cancelled. She said the Charter Revision Commission has scheduled a meeting for tomorrow at 3:00 p.m. It will be their final look at proposed amendments to go on the ballot for April 10th. Roust said they have three amendments that they are finalizing. Their next step is to present a report to the Election authorities, by February 10th. She said the CRC is not obligated to give a presentation to the City Council. Roust asked if the Council would like to have a report given to them on February 13th. The Council indicated yes. The Convention and Visitor's Bureau received a RFP to host the International Institute of Municipal Clerks' 2016 National Conference. Due to conflicts, it was suggested that the CVB apply for the 2017 conference, if the opportunity is presented. Roust said Yvonne Taylor, with the South Dakota Municipal League, is supportive of this and would like to be involved in the process. A brief discussion on the format of the Notice of Public Meetings. Some Councilors said they would like to see some changes made. Roust was given approval to revamp the format. Next week, in Pierre, is the SDML's Municipal Government Day and Sioux Falls Day at the Legislature. Roust said that next Monday, there will be two contracts with the School District on the City Council Agenda. The contracts are related to elections. She updated the Council on several bills that are in the Legislature. A report was presented on public input rules from other governments. Roust was asked to get input from Rapid City and Aberdeen. Discussion on what the Council would like for comment cards, for public feedback. 3. Public Services Committee A. Report on meeting held Tuesday, January 17, 2012 Anderson Jr. said the meeting was a continuation from their meeting on January 9th. The three items they discussed were: the Fraud Control Policy, the Ethics ordinance amendments and Recodification. The committee passed the Fraud Control Policy and Ethics amendments to the City Council. Recodification was forwarded to American Legal Publishing for processing. 4. City Council Open Discussion Aguilar asked Capt. Greg VandeKamp to come forward and then turned things over to Jamison. Jamison said he had a discussion with a TV news crew about synthetic marijuana in the community. He said he was unaware of some of the issues. After the interview aired, Jamison received numerous phone calls and emails about the topic. VandeKamp was present to give a presentation on synthetic drugs. Aguilar said due to the lack of agenda items, both the Informational and Fiscal Committee meetings, for next week, would be cancelled. There will still be a City Council meeting at 7:00 p.m. 5. Presentations A. Internal Audit Report: Neighborhood Redevelopment 11-12 by Rich Oksol, Lead Internal Auditor B. Update for the Development Review Committee by Ron Bell, Chief Building Official; and Mike Cooper, Director of Planning and Building Services 6.
