MINUTES Monday, February 13, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Mike T. Huether Members Absent: James Entenman Staff Present: Sue Roust, Interim City Clerk and Tamara Jorgensen, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Roust stated there is a comments box on the table by the entry door for citizens to leave comments for the City Council. Roust reminded the Council of the Breakfast Club meeting scheduled for Wednesday, February 15, 2012, at 7:30 a.m. at the Washington Pavilion. Lynne Keller Forbes is the guest speaker and she will be giving an update on what SECOG can do to help local governments. Roust stated that the Board of Equalization schedules need to be filled. She stated that there are two sessions filled and that they need a minimum of five sessions filled. She will be distributing the signup sheet and asking the Council Members to review the list and see if they can move to another time that is closer to being filled. Roust will be in Pierre, on Thursday, February 16th to speak regarding Senate Bill 58. 3. City Council Open Discussion Karsky spoke regarding voting centers being used for the April 10, 2012, election. In order to facilitate better turnout and less voter confusion, Karsky recommended using publicity to inform voters on where they need to vote. Erpenbach agreed. Jamison gave an update on the Audit Committee meeting held on February 2, 2012. They covered cash wide city disbursements funds and reviewed the items for the 2012 Audit Plan. Rich Oksol will be providing an update on these items at the March 5, 2012, Informational Meeting. Jamison stated that the Audit Committee is looking for a new member to replace Joe Marsh as his term is ending. The Committee is needed and they are looking for someone with an accounting background. Jamison asked that recommendations be sent to either him or Oksol. Rolfing stated that there is an Urban Agriculture Task Force Meeting scheduled for Friday, February 17, 2012, at 3:00 p.m. at the Sioux Falls Main Library, 200 North Dakota Avenue, Meeting Room A. Erpenbach stated the South Dakota Municipal Board met last week and reviewed financial statements and legislative updates. The City of Sioux Falls is required to have a member on this board. As Council Member Vernon Brown is term limited, Council Member Michelle Erpenbach is now the representative on that board. 4. Presentations A. 9-11 Legislation Update by Daren Ketcham, Metro Communications Director B. Public Consumption Ordinance Revision by Doug Barthel, Chief of Police This item will be rescheduled for a future Informational Meeting. C. Events Center Project Update by the Mayor's Administration 5. Potential Executive Session A. Proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3) A motion was made by Erpenbach and seconded by Karsky to go into Executive Session at 4:51 p.m. for the purpose of discussing proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. The room was cleared and the meeting resumed at 4:58 p.m. Aguilar adjourned the Executive Session at 5:47 p.m. 6.
