Informational Meeting 4:00 PM at Carnegie Town Hall

Greg Jamison, Rex Rolfing, and Kermit L. Staggers

1. Call To Order
City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m.
2. Staff Report
A. Lorie Hogstad, City Clerk
Hogstad gave an update on landscaping work that is being done around the
Carnegie Town Hall. Work is being done to correct drainage issues and quartzite
blocks are being placed along the sidewalk area. In addition, the City Council
work room has been updated with new paint. Roof repairs to the Carnegie Town
Hall will begin in June and tuck pointing will be done in August.
3. Land Use Committee
A. Report on meeting held Tuesday, May 29, 2012
Rolfing gave an update on the following topic discussed at the Land Use
Committee Meeting: addition of country clubs as an allowed land use. The
Zoning Department is going to do additional research on this topic and it will be
reviewed again at the Land Use Committee Meeting scheduled for Tuesday, June
26, 2012. The June 26th meeting may also include preliminary discussions on
breed specific dogs.
Rolfing stated that the Urban Ag Committee has scheduled their next meeting for
Friday, June 29, 2012, at 3:30 p.m. at the Main Library downtown. Rolfing stated
that public testimony will be taken at this meeting.
4. Audit Committee
A. Report on meeting held Thursday, June 7, 2012
Rich Oksol, Lead Internal Auditor, stated that the committee met last week and
reviewed the following two reports: 1) 12-05 Overtime and 2) 12-07 Wayne
Township Agreement for Fire/Rescue Services. These reports will be presented to
the City Council at the Informational Meeting on Tuesday, July 3, 2012.
Oksol stated that there has been a new hire in the Internal Auditor’s department
and she will be introduced at the Informational Meeting on Tuesday, June 19,
2012. Her start date is Monday, June 18, 2012.
Jamison stated that the agreement with Wayne Township for the Fire/Rescue
Services provided interesting information. He said that the Audit Committee
would be recommending that the City Council take action on this item.
5. Fiscal Committee
A. Report on meeting held Tuesday, June 5, 2012
Jamison stated that an update from Oksol regarding city-wide fees led to
additional discussion regarding having all city charged fees put on one site at
www.siouxfalls.org. This would provide easy access for the public. Next, after
the recodification process is completed, the fees could be set up in one ordinance
and placed in one section. David Pfeifle, City Attorney, is reviewing this process
and will keep the Council updated.
Jamison stated that a very good presentation was heard regarding the CIP Budget
Process.
Jamison discussed the Pension Design Study. The Fiscal Committee has been
asked to review the information and come up with a recommendation for the full
council. They could not all agree on the same proposal to recommend. Jamison
stated that Bill O'Toole, Director of Human Resources, is working on another
presentation with more details as this item is very complicated. Jamison requested
that this topic be added to the June 19th Informational Meeting Agenda as the
Council will be reviewing resolutions recommending the changes at the City
Council Meeting that same evening. Jamison requested that David Bixler, Budget
Analyst, assist with the Pension Design Study information. He stated that the
impact of the pension plan is going to be tremendous to the City Council, the
budgeting and in all aspects of what they do.
Anderson Jr. asked if the available options have been forwarded to the City
Council Members so they can review them prior to the presentation next week.
Jamison stated O'Toole was working on a document that would contain all the
information on one sheet. He stated that he thought that information would be
forwarded to the City Council in the next few days.
Erpenbach stated that the Pension Design Study topic will be added to the June
19th Informational Agenda.
6. City Council Open Discussion
Minnehaha County Commissioner Dick Kelly spoke regarding the annual Jaycees
4th of July Fireworks show and the need for additional funds.
Staggers stated he would be proposing an amendment to Item 10 on the City
Council Meeting agenda tonight. Discussion followed regarding details on the
proposed amendment.
Anderson Jr. stated there will be a Public Services Committee Meeting following
the Informational Meeting to review the following topics: Naming Rights
Ordinance, Distracted Driving Ordinance Alternatives, Concealed Weapons
Ordinance, and Chapter 10 Ordinance Revisions: Recycling Standardization.
Staggers requested that a discussion needs to begin on setting up voting locations
so that citizens don't have to change voting places during each election. He cited
the need for standardized voting locations for each election. Location changes that
have occurred in the past are confusing to the citizens. Staggers mentioned that if
changes are not made soon, ordinance changes could be made via a petition drive.
Jamison stated that this topic deserves further conversation and that standardizing
the locations makes sense. Aguilar stated in order for this to work, all three local
governmental entities (the County Auditor's Office, the Sioux Falls School
District, and the City) need to work together to set up future precincts or 'vote
centers', etc. Council Leadership asked City Clerk Lorie Hogstad to coordinate
voting location discussions with the other governmental entities and report back to
the council. Anderson Jr. requested that Secretary of State, Jason Gant, is
included in the discussions as well. Erpenbach reminded the Council that the city
holds elections every two years and that we are 'one player in a pretty large game'.
Erpenbach stated that several Council Members will need to attend legislative
committee meetings in Pierre on August 8th and 9th through the South Dakota
Municipal League. She asked Bixler to work with Council Members to reschedule
the August 8th Working Session which pertains to the budget. There will still be a
Working Session meeting on August 7.
