MINUTES Tuesday, September 4, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Kermit L. Staggers, Mike T. Huether Staff Present: Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Lead Internal Auditor 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on meeting held on August 21, 2012 This report had previously been given at the Informational Meeting of August 28, 2012. 3. City Council Open Discussion Council Member Dean Karsky stated there will be a Fiscal Committee Meeting immediately following this Informational Meeting. Council Member Greg Jamison discussed recent watering restrictions. These restrictions are initiated as a measure to conserve water. Jamison would like to review this policy based on the existence of the Lewis & Clark Rural Water System. Erpenbach stated the current trigger for the water restrictions is the level of the Big Sioux River. Karsky is in agreement with the review of this policy and mentioned that both he and Jamison were at the ribbon cutting for the Lewis & Clark Rural Water System. Council Member Rex Rolfing added that the work on the Lewis & Clark project started 25 years ago and the life span of the system is until 2050. Erpenbach will contact the Public Works team and have them schedule this topic at an Informational Meeting. 4. Presentations  A. Sioux Area Metro - Transit System Analysis by Sam Trebilcock, Transportation Planner Sam Trebilcock began by introducing the new Sioux Area Metro General Manager, Eric Meyerson. Meyerson outlined his 30-year work history with First Transit. The presentation was given by Bill Troe representing the consultant, URS. 5.
