MINUTES Tuesday, September 18, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim David, Legislative/Operations Manager; and David Bixler, Budget Analyst 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Public Services Committee A. Report on meeting held Tuesday, September 11, 2012 3. City Council Open Discussion A. Water Conservation and Restriction Measures by Mark Cotter, Director of Public Works Erpenbach invoked a Point of Privilege from the Chair. She invited Mark Cotter, Director of Public Works, to discuss water conservation and restriction measures. The Council is voting on water restrictions at their meeting tonight. Councilor Greg Jamison had asked for this report. Cotter said tonight's action is to formally move from Stage 1 watering, which is an odd/even schedule, to Stage 2, which is once a week watering. The City has a four stage water management plan, which is based on the flow of the Big Sioux River. The river flow dictates the water restrictions. The plan was developed in 2008. Cotter reviewed the different restriction stages. Changes in the restrictions of water use must come before the Council. Cotter said the resolution tonight will rectify the change, from Stage 1 to Stage 2, which was made in August. Discussion followed. Aguilar asked if there was going to be a bus tour of completed projects. Cotter said he'll work on it. Mayor Mike T. Huether arrived at this time. Erpenbach reminded the Council that they have the opportunity to attend the National League of Cities Conference, in Boston, MA, from November 28 - December 1, 2012. She said to contact Jim David if interested. Rolfing said there is a Land Use Committee Meeting after the Informational. Anderson Jr. provided a report on the recent Public Services Committee Meeting. They discussed: Amending the revised ordinances of the City to define and prohibit certain forms of solicitation; and also looked at the legal/editorial research report from, American Legal Publishing Corporation. Entenman said Sioux Falls had the opportunity last Tuesday, to host the Governor's Tourism Board. The group toured different City facilities. Entenman said the Tourism Board was amazed with all the action going on in Sioux Falls. He thanked numerous people involved with the event. Staggers said the Presidential Election is on November 6th. He asked if there could be a limited amount of items on the City Council agenda, for that night. Jamison said he went to the Faith Temple Church food giveaway, yesterday at the Armory, located at the fairgrounds. He ended up spending two hours there, talking to people and helping to pass out boxes to about 300 people. He said it was a humbling experience. Jamison learned about the economics behind running the program. He said he wanted to raise awareness about the program and to encourage others to check it out. Rolfing went to the airport ribbon cutting on Friday. He said the airport is really taking shape and the work that has been done is fantastic. He encouraged people to use the airport, whenever possible. Anderson Jr. continued the discussion of the food giveaway. A permanent home is being sought for the program. He encouraged the rest of the Council to go out to the fairgrounds to talk to staff/organizers of the food giveaway. Anderson Jr. wants the Council to take a look at ways they could help out. Erpenbach reminded the Council that they are in a Joint Agreement with Minnehaha County and are part of the Homeless Advisory Board. She said they do a great deal for people in need. The Homeless Count will be held next week on September 25th. 4. Presentations A. August Monthly Financial Report by Tracy Turbak, Director of Finance B.
