Informational Meeting 4:00 PM at Carnegie Town Hall

1. Call To Order
Council Chair James Entenman called the meeting to order at 4:00 p.m.
2. Staff Report

Jim David, Legislative/Operations Manager, reported that the Fire Sprinkler
Taskforce, led by Council Member Kenny Anderson Jr., met for the final time on
June 25, 2013 and endorsed regulatory tradeoffs proposed by the Fire Marshal for
small multi-family dwellings. Both Sioux Falls Fire Rescue and Building Services
will discuss these tradeoffs at the July 9, 2013 Public Services Committee
Meeting. An ordinance adopting current State regulation requiring sprinklers in
multi-family housing with six or more units will also be discussed.
David said the National League of Cities Conference will be held in Seattle,
Washington, on November 13–16, 2013. Three spots are available. Some of the
conference topics include: Neighborhood revitalization, community emergency
hubs, Seattle’s zero waste strategy, public private partnerships, etc. He said there
is a $100 discount on the registration if completed by July 30, 2013.
David stated that three letters have been prepared to officials on the Federal level
supporting Lewis & Clark. This issue was discussed during the last Joint
City/Minnehaha County Meeting. Due to the absence of Councilor Staggers
today, the signatures will be obtained next week. David also thanked Lewis &
Clark Executive Director Troy Larson and Heather Hitterdal, in the Mayor’s
Office, for their assistance in developing these letters.
3. City Council Open Discussion
Councilor Michelle Erpenbach is the appointee representing the Mayor and
Council on the Homeless Advisory Board. The Board met yesterday and she
wanted to share some numbers with the City Council. However, instead she
is asking if the City Council would be interested in hearing from the HAB, Sioux
Falls Housing, and a couple of other groups. They will talk about what
the sequestration on the Federal level is going to do in terms of affordable housing
and what the new State of South Dakota Criminal Justice Reform Packet will do
for the City of Sioux Falls. There will be numerous people who will need
housing. The vacancy rate in our City is less than four percent and affordable
housing is almost unattainable. The consensus was to schedule this topic for a
future Informational Meeting.
Entenman said the Mayor will give his presentation on the 2014-2018 Capital Plan
today and he would like to set the first Council Working Session for Wednesday,
July 17, 2013 from 3-6 p.m. in the Multi-Purpose Room at the Carnegie. He
suggests the Council members contact Dave Bixler, Budget Analyst, if they would
like information from any specific department and Bixler will work on the
schedule. Once this session is completed, Entenman will take a survey to see if an
additional working session is needed.
4. Presentations
A. 2014-2018 Capital Plan by Mayor Mike Huether
Mayor Mike Huether presented the 2014-2018 Capital Program. Following the
presentation he thanked the Finance team and the City Directors for their work and
contributions in the development of this plan.
5. Executive Session
A. Personnel matters pursuant to SDCL 1-25-2(1)
A motion was made by Council Member Greg Jamison, seconded by Council
Member Sue Aguilar, to go into Executive Session to discuss personnel matters
pursuant to SDCL 1-25-2(1) at 4:27 p.m.
Council Chair Entenman closed the Executive Session at 4:37 p.m.
6. Adjournment
Entenman adjourned the meeting at 4:37 p.m.
