MINUTES Tuesday, July 23, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers and Mike T. Huether Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on meeting held Tuesday, July 16, 2013 Council Member Rex Rolfing provided an update on the Land Use Committee Meeting which covered updates on Tax Increment Financing and feeding deer. 3. City Council Open Discussion Council Member Anderson Jr. asked Mark Cotter, Director of Public Works, to provide a brief update regarding the 1:30 p.m. Press Conference scheduled for Wednesday, July 24, 2013, regarding the Rail Yard Redevelopment Project. Cotter stated the update will be a question and answer session regarding the meaning of having a signed Environmental Assessment. Cotter added that there will be a public meeting on Wednesday, August 14, 2013, from 5:30 p.m. to 7:30 p.m. at the Sioux Falls Convention Center, 1101 North West Avenue, to provide additional information. Discussion followed. Council Member Kermit L. Staggers has requested to travel to a "Preserving the American Dream" conference in Washington, D.C., the latter part of October, 2013. After discussion, Staggers will provide additional information regarding the conference. Staggers requested that this item be added to the City Council agenda for Tuesday, August 6, 2013, so the Council Members can vote on whether or not he can attend. Council Member Dean Karsky stated he will be absent from Thursday's Special City Council Meeting. Entenman asked the City Council to review the distributed schedule for the Budget Hearings and Working Sessions scheduled for August, 2013. August 6 3-6 Special Meeting Budget Hearing: Finance, Human Resources, IT, Police, Planning & Building Services, and Transit August 13 3-6 Special Meeting Budget Hearing: Parks, Zoo, Washington Pavilion, and Public Works August 20 3-6 Special Meeting Budget Hearing: Fire, Library, Health, Community Development, and Public Parking August 27 5:00 p.m. Joint City Council/Minnehaha County Meeting Approve Joint Ventures: Siouxland Libraries, Metro Communications and Siouxland Museums Tentative City Council Working Sessions: 3-5 August 7, 14, and 28 4. Presentations A. Monthly Events Center Project Update by the Administration Mark Cotter, Director of Public Works, provided a design and construction update. Mike Cooper, Director of Planning and Building Services, discussed event parking coordination. Kendra Siemonsma, Special Projects Manager, spoke about sponsorship updates. Tracy Turbak, Director of Finance, provided an operational revenue update and a financial summary for the project. Council Member Greg Jamison stated that this project being on time and on budget is worth noting. Entenman and Siemonsma stated that the City Council has been invited to tour the Event Center site on Friday, August 2, 2013, at 1:00 p.m. Entenman reminded the Council of the press conference tomorrow at 1:30 p.m. on the third floor of Cherapa Place for a question and answer session regarding the Rail Yard Relocation Project. Entenman reminded the public there will be a Special City Council Meeting on Thursday, July 25, 2013, at 1:30 p.m. for the Mayor's Budget Address. 5.
