MINUTES Tuesday, September 3, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; David Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Entenman stated if the Council Members have any budget amendments, or need help with any amendments, that they communicate with Council staff by Tuesday, September 10, 2013. Entenman stated that amendments can be shared with the other Council Members if so desired. 3. Presentations A. Ambulance Service Agreement Audit Report by Rich Oksol, Internal Audit Manager Rich Oksol presented the report as prepared. Discussed followed. Jill Franken, Public Health Director, answered questions regarding the accreditation process and the potential Request For Proposal process. Discussion followed. B. Moore, Oklahoma, Tornado Damage Presentation by Councilor Kermit Staggers Council Member Kermit L. Staggers displayed photographs and provided narrative on the damage caused by the May 20, 2013, EF5 tornado in Moore, Oklahoma. After showing a video of the tornado, Staggers explained this was a community of about 57,000 people and that the tornado destroyed 1,150 homes. Staggers asked for the formation of a City Council Task Force to assist the people of Moore.  Council Member Greg Jamison spoke about creating an amendment for the research and staff support that Franken needs for the RFP. Jamison stated he would start working on the amendment. 4. Executive Session A. Proposed Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Council Member Michelle Erpenbach and seconded by Council Member Dean Karsky to go into Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1- 25-2(3). Vote to approve: Roll Call: Yeses, Kermit L. Staggers, Kenny Anderson Jr., Rex Rolfing, Michelle Erpenbach, James Entenman, Dean Karsky, Greg Jamison, Sue Aguilar, 8. Noes, 0. Motion Passed. A motion made by Council Member Michelle Erpenbach and seconded by Council Member Sue Aguilar to exit Executive Session at 5:22 p.m. Council Chair Entenman called for a voice vote on that motion and all members voted yes. Motion Passed. 5. Adjournment Council Chair Entenman adjourned the meeting at 5:22 p.m. Tamara Jorgensen, CMC Assistant City Clerk
